2021 declared the International Year of Health and Care Workers
Member States in the renewed virtual, 73rd The World Health Assembly, recognizing the commitment and sacrifice of millions of health workers at the forefront of the Covid-19 pandemic, unanimously declared 2021 International Year of Health and Care Workers (YHCW).
Member States and non-state actors have unanimously discussed the key role of health professionals in ensuring our health and prosperity. They stressed the urgency and imperative of addressing the ongoing challenges of health workers.
As part of the tenth anniversary and review WHO World Code of Practice on the International Recruitment of Health Personnel (Code), the World Health Assembly discussed the growing scale of international migration of health workers. Member States recognized the high importance of the Code, especially in the context of Covid-19, and called for its ‘enhanced implementation’.
Furthermore, Member States expressed their commitment to the Code’s ethical principles and practices, calling for priority to be given to support and safeguards for countries with the greatest vulnerability, including increased investment.
The Code has been identified as the leading and widely recognized regulatory instrument under WHO oversight, and Member States have called on the WHO and development partners to strengthen its funding, implementation and oversight.
Earlier in the week, in her keynote address to the World Health Assembly, Her Royal Highness Princess Moon of Jordan reminded us that applause without action is no longer acceptable and called on Member States to invest in health, health systems and health workers.
73rd The World Health Assembly, with its decision to strengthen the implementation of the Code and proclaim 2021 as the YHCW, reflects a collective vision of the health and care workforce. The Secretariat was also requested to update and submit the Strategic Guidelines for Nursing and Midwives 74th Assembly for consideration.
Reflecting immediately after the Assembly’s decision, Jim Campbell, Director of the WHO Health Workforce Department, stated:
“Today’s decision gives clear instructions on consensus and the necessary actions on the health and care workforce. WHO encourages all Member States, international financial institutions, global health initiatives and partners to invest in health workforce preparedness, education and training for pandemic management, health care maintenance and preparation for COVID-19 ”.
