The California State Coalition begins its resilience webinar series this week

 


Natural hazards do not have to turn into natural disasters if you prepare properly. This is called elasticity. It is the centerpiece of a one-year free webinar series starting this week.

As countries start locking down again due to the spike in COVID-19 cases, we are concerned about what this means for the economy. Will the business survive? Will people lose their jobs, or worse, their homes? The truth is, no one knows which companies will succeed and which will not last. Nobody knows who will lose their jobs or homes. But it is those companies and people who prepare for whatever disaster may befall them who have the best chance of survival. This is called building resilience. Whether the disaster is an epidemic or a natural hazard like an earthquake, wildfire or hurricane, building resilience allows companies and individuals to prepare and recover more quickly.

Beginning Wednesday, November 18, a coalition of California-based businesses and corporations led by the US Resilience Council (USRC) and Optimum Seismic, a contractor in Southern California, will present a year-long webinar series. Registration and attendance are free.

The series, which was announced during Great ShakeOut in October, is aimed at policymakers, says USRC CEO Evan Rees. This includes people in “the business, lending, insurance and policy sectors who will make decisions about implementing investments in resilience,” he says. Government officials, business and community leaders, especially in California, will find the chain the most important, but anyone anywhere is welcome. No matter where you are, you will likely get some advice to make yourself or your business more flexible. “We think it will be of use to a diverse audience,” says Rees. “We want to prove that flexibility is good stewardship, good governance and good work.”

Natural hazards do not have to turn into natural disasters. These natural events only turn into disasters where people and our infrastructure participate – lives are lost, buildings damaged, and the costs of dealing with danger and rebuilding after danger increase. Disasters can spread after a natural hazard has occurred in society, with devastating long-term impacts on buildings and communities at risk. Buildings or infrastructure that collapses can take years or decades to rebuild. Jobs will be lost in those companies that cannot rebuild. Homes that were not destroyed due to the event may be lost due to foreclosure or eviction if people cannot pay their mortgage or rent. In this way, natural hazards create ripple effects across societies.

But this scenario can be avoided, at least in part. These buildings and communities can be made more resilient before danger strikes – this creates resilience.

“The cycle of preparing, responding to and recovering from natural disasters is continuing,” Reyes noted in a promotional clip for the webinar series. “Resilience learns to be better every time disaster strikes the next time.”

SRC and Optimum Seismic, as well as alliance partners – the Los Angeles Area Chamber of Commerce, the Los Angeles County Business Confederation, the California Earthquake Commission and the Economic Development Corporation of Los Angeles – brought together natural hazards, structural engineers, architects, insurance, real estate experts, policy experts, and others for a 12-part series.

These experts will provide data that indicates why spending money to prepare for the risk is worth the cost in the long run.

The subjects tend to focus on earthquakes, but there are likely episodes within the series that highlight other natural hazards as well, says Rees. Each webinar will focus on a different topic of building resilience, from looking at building codes and sustainable flexible design, to catalyzing investment in resilience and the economic (and other) benefits from seismic retrofit. The webinars will also discuss how to develop public policy around resilience and highlight the successful implementation of lean design and retrofit, says Reyes. “The main objective of this series is to enable decision makers to make business and economic situation resilient.”
