Taiwan looks to partner with Manila on earthquake prevention: CWB

TAIPEI, April 18 (CNA) – Taiwan hopes to work with the Philippines to install an 800-km submarine cable between the two countries to better detect seismic movement near the Manila trench, the Taiwan Central Weather Bureau said Saturday.

CWB General Manager Yi Tien Xiang (葉 天降) said that the underwater cable will extend from Fangshan Town in Pingtung County in southern Taiwan to Luzon and will become the first earthquake and tsunami monitoring system that Taiwan shares with a foreign country.

If the project goes ahead, the cable and six underwater monitoring stations will be installed between 2021 and 2024 at a cost of 2.6 billion Taiwan dollars (86.2 million US dollars).

Yeh said the system is expected to improve the CWB’s disaster mitigation capabilities by helping the office to detect and warn of the earthquake earlier and locate it.

CWB said the project, which is currently under review by the National Development Council, has received support from the Philippines in previous discussions at the technical level, but the two sides have not yet finalized how to divide the project budget.

The office gave no indication of when and when to hold talks with Manila to complete the project.

Ye said the cooperation is important because the trench generates a massive earthquake at least every 200 years that would cause massive damage to southern Taiwan and Luzon.

Chen Kuo-chang (陳國昌), director of the CWB Seismology Center, said the last time a major earthquake occurred along the trench was about 400 years ago, thus posing a potential threat to the two countries.

Historically, Chen said, 8-magnitude earthquakes occur in the region roughly every 200 years, while magnitude 8.5 and 9 earthquakes can occur every 350 and 700 years, respectively.

He said that the longer the inactivity period from the last earthquake, the more likely the new earthquake will be.

He said that a massive earthquake near the Manila trench, extending from the southeast coast of Taiwan on the western coast of Luzon to Mindoro Island, would cause a tsunami 10-15 meters high around Luzon and a height of seven meters near Pingtung.
