Five years after waiting for the earthquake schools and health schools – Nepal

 


The mandate of the National Commission for Reconstruction is likely to be extended for at least one year.

A year after the devastating Gorka earthquakes in 2015, Prime Minister KP Sharma Oli approved the Disaster Recovery Framework, a detailed plan of action for reconstruction, in May 2016.

The five-year plan of 838 billion rupees proposed to complete the rebuilding of all academic institutions and health facilities hit by the earthquake within three years.

The country celebrated the fifth anniversary of the fatal disaster on Friday, and the government is still struggling to secure financing for reconstruction projects. The buildings of the academic institutions and health facilities that should have been located in the past year are still near completion.

A report issued by the National Commission for Reconstruction showed that of the 7,553 schools that needed to be rebuilt, 5,598 schools were completed in whole or in part. About 26 percent (2,015) of the schools destroyed by the earthquake have yet to be rebuilt.

The project implementation unit at the central level (education), an entity under the authority formed to rebuild school buildings, has sought 11 billion rupees to rebuild 1806 public school buildings in the current fiscal year.

However, the Ministry of Finance has allocated only 9.23 rupees – 8 billion rupees of which were in loans pledged by the Indian government through Exim Bank.

Since Exim Bank set preconditions for the loan, it left the unit at Rs.132 billion, which is 12 percent of the budget required, to invest in school reconstruction projects in the current fiscal year.

Dilip Shekhar Shrestha, deputy head of the unit, said the additional funds pledged by the Finance Ministry have not yet been issued.

The unit planned a budget for rebuilding schools of 21 billion rupees for the next financial year and 17 billion rupees for the following year.

“If the necessary budget is provided, we expect the project to rebuild school buildings will be completed in the next two years,” Shrestha told the newspaper.

Meanwhile, the work to rebuild health facilities destroyed by the earthquake is far behind schedule.

Out of 1,197 health centers, only 669 (56 percent) have been completed so far, while 145 are in the middle of construction.

The records of the National Commission for Reconstruction show that the construction of 32 percent of the health infrastructure damaged by the earthquake has not even started.

“I agree that we have missed the deadline for rebuilding schools and health facilities, but we have made good progress in rebuilding individual homes,” Sushil Jaywali, the authority’s chief executive, told the newspaper.

According to a report issued by the authority on Thursday, 88 percent of private homes have been rebuilt so far.

Of the 781,176 families who signed a government grant to rebuild their homes, 494,044 families (63 percent) have already finished building new homes while 190,145 families (25 percent) are in various stages of reconstruction.

Gyawali said that progress would have been much better if the government issued an adequate budget.

“There are multiple causes for delays in reconstruction projects and a lack of funding is the main reason,” he told the newspaper.

The Reconstruction Authority has so far spent Rs. 381 crore in post-earthquake reconstruction, including Rs. 72 crore through various NGOs.

An estimated 488 billion rupees is required to complete the entire reconstruction work. Gyewali said that the authority was less than Rs. 107 crore to see the project through.

The authority plans to cover 74 billion rupees from the government’s internal source, but it will still need 33 billion rupees.

The authority expires in December. But since recovery after the earthquake is unlikely to be completed for at least another year, preparations are being made to extend its duration.

“Certainly, reconstruction will not be completed by December, and therefore, the Reconstruction Authority can get an extension. If not, the relevant ministries will take over the construction work further.”

Olli, who issued a statement marking the fifth anniversary of the disaster, said that although reconstruction work has been affected by the Covid 19 epidemic, his government is committed to completing the remaining tasks as soon as possible.
