UK sanctions Iranian targets in response to national security threats

The UK’s new sanctions target organizations and individuals that pose a threat to international and UK security. This action demonstrates the UK’s commitment to confronting the Iranian threat to UK national security, regional stability and the global economy. Sanctions will curb attacks on dissidents abroad and disrupt the Iranian regime’s ability to generate illicit profits.

Organizations and individuals promoting hostile activities in Iran are included in new sanctions announced by Foreign Secretary Yvette Cooper today (11 May). The move comes in response to Iran’s actions against global security and its use of criminal organizations to carry out threats abroad.

The move targets illicit financial flows that allow the Iranian regime to take destabilizing measures across the Middle East, including a blockade of the Strait of Hormuz and military attacks against regional and Gulf allies that violate international law and disrupt the global economy.

Today’s sanctions also target criminal proxies who threaten the United States and Europe on behalf of the Iranian state by preventing criminal organizations from traveling to the UK or accessing assets that finance their illicit activities.

Foreign Secretary Yvette Cooper said:

This sanctions package directly targets organizations and individuals who threaten the security of Britain’s streets and stability in the Middle East. Criminal proxies backed by the Iranian regime who threaten the security of the UK and Europe will not be tolerated, nor will illicit financial networks. We are coordinating these measures across Europe.

We continue to call for a negotiated settlement and a long-term diplomatic solution in the Middle East to urgently restore freedom of navigation in the Strait of Hormuz.

The sanctions package is linked to measures taken by the EU and builds on recent steps by the UK government to hold the Iranian regime accountable for hostile activities, including threats to national security.

More broadly, the Prime Minister made clear that stronger powers are needed to deal with the threat posed by countries such as Iran. That is why we will expedite the Home Office’s National Threats Bill. On April 28, the Middle East Minister summoned the Iranian ambassador for the third time this year. The government condemned the Iranian Embassy’s unacceptable and inflammatory comments on social media and made clear that any attempt to cause violence or escalate tensions in our communities will not be tolerated.

Britain also sanctioned 10 individuals and one organization in February over their brutal response to Iranian protesters in January and previous protests.

The UK has already imposed more than 550 sanctions against Iranian individuals and organizations, including the entire Islamic Revolutionary Guard Corps, and over 90 sanctions in response to human rights abuses.

These sanctions are part of the UK’s measures to combat the destabilizing activities of Iran and Russia. This morning, the UK announced sanctions against Russia’s hostile and heinous attempts to undermine democracy and destroy Ukraine’s future.

Asset Freeze: An asset freeze prevents a UK citizen or UK-based business from handling funds or economic resources owned, held or controlled by a specified person. It also prevents funds or economic resources from being provided to or for the benefit of a named person. UK financial sanctions apply to everyone within UK territory and waters and to all British citizens anywhere in the world.

Director disqualification: If a director disqualification sanction applies, it is an offense for a person designated for the purposes of that sanction to act as a director of, or participate in the management, formation or promotion of, a UK company or a foreign company sufficiently connected with the UK.

Travel ban: A travel ban means that a designated person must be refused entry or stay in the UK. This is because the individual is an excluded person under section 8B of the Immigration Act 1971.
