The situation in the West Bank has deteriorated significantly over the past few months. Settler violence is at unprecedented levels. The Israeli government’s policies and practices, including increased control over Israel, are undermining the stability and prospects of a two-state solution.

International law is clear. Israeli settlements in the West Bank are illegal. Construction projects in the E1 region are no exception.

Developing E1 settlements would split the West Bank in two and be a serious violation of international law.

Companies should not bid on construction tenders for E1 or other settlement developments. They must be aware of the legal and reputational consequences of participating in settlement construction, including the risk of being implicated in serious violations of international law.

We call on the Israeli government to halt settlement and administrative expansion, hold accountable for settler violence, investigate allegations against Israeli forces, respect Hashemite custody and historical status quo measures over Jerusalem’s holy sites, and lift financial restrictions on the PA and Palestinian economy. We strongly oppose those who advocate for the annexation and forced displacement of the Palestinian population, including members of the Israeli government.

We reaffirm our firm commitment to a comprehensive, just and lasting peace based on a two-state solution, negotiated in accordance with relevant UN Security Council resolutions, in which the two democracies of Israel and Palestine live side by side in peace and security within safe and recognized borders.
