The UK Government has announced an additional £102.6 million for NI public service reform.


The £102.6m funding represents the final allocation of the £235m Transformation Fund provided by the UK Government as part of the Restoration of Northern Ireland Executive Package 2024. This package will support six executive projects across health, communities, finance and agriculture. The largest single allocation, £42 million, will go towards the ePharmacy Primary Care digital reform programme, which will replace more than 45 million paper prescriptions a year with instant digital delivery.

Secretary of State Hilary Benn MP announced that the UK Government has announced £102.6 million to support public service transformation in Northern Ireland.

The latest funding marks the final allocation of £235 million of transformation funding provided to the Northern Ireland Executive as part of the 2024 recovery package.

The new major package announced by Chancellor of the Exchequer John O’Dowd will support six action projects across health, communities, finance and agriculture.

Around £42 million will be spent on the ePharmacy primary care digital reform programme. The project will replace paper-based prescriptions with a digital process that will allow prescriptions to be transmitted electronically to community pharmacies across Northern Ireland. This is expected to dramatically improve services by replacing the manual processing of over 45 million paper prescriptions per year with instant digital transmission.

When the funding was announced, the Secretary of State said:

This £102.6 million investment is a significant milestone for Northern Ireland and a clear signal of the Government’s commitment to supporting the Executive to deliver better public services to the people of Northern Ireland.

At the heart of these funds is a simple goal. That means creating better public services for the people who rely on them every day.

The full allocation of the £235m Transformation Fund is supporting a framework to transform service delivery over the long term.

Together with the Innovation Fund, these funding streams provide the Executive with the opportunity to deliver the changes needed to ensure public services work for the people of Northern Ireland.

Background and additional project information Funding is provided following recommendations from the Public Sector Transformation Commission. The board, made up of Northern Ireland civil servants and officials from the UK government, will provide recommendations to the Treasury Secretary on the allocation of the £235 million ringfence funds, with the support of independent experts. The six proposals recommended and funded by the Transformation Committee are:

£42 million for the ePharmacy primary care digital reform programme, providing new digital platforms for electronic prescription transfers and community pharmacy clinical services, expanding access to care and delivering care closer to patients’ homes. £29.2m for the Together for Families project. A new partnership between the Department of Health, the National Lottery Community Fund and the voluntary and community sectors will establish a tiered early support model across the region to ensure families get the right help in the right place at the right time. The National Lottery Community Fund will contribute a further £30 million to the project. This is the first strategic investment of its kind in Northern Ireland. £16m for the Pathway to Work and Wellbeing proposal, led by the Department for Communities, this investment will work with the Department of Health and the Department for the Economy to deliver a redesigned health and work model that delivers stronger integration between employability and health services, helping more people find and keep work. Investing £6 million in the Treasury’s Digital Workplace program to help modernize records and information management across the civil service, reduce duplication and manual processing, support faster access to information and free up staff time for citizen-facing activities. £4 million for the Department of Agriculture, Environment and Rural Affairs’ Bovine Tuberculosis Research Project to deliver the first regional pilot working with partners across Ireland to redesign bovine tuberculosis control. Shared Island Fund investment of approximately £5.6m will also be used to support bovine tuberculosis research projects. £5.3 million for the Treasury’s NISRA Data Linkage Program, which provides the ability to securely link data across departments to support evidence-based policy to improve outcomes and better target public services.
