US builds Ebola quarantine center in Kenya for Americans amid outbreak | Trump administration

The Trump administration is building a quarantine and treatment center in Kenya for Americans affected by the Ebola outbreak, instead of repatriating them home.

The White House confirmed Wednesday that the United States is setting up a quarantine center in Kenya for Americans after exposure to the Ebola virus in the Democratic Republic of Congo (DRC).

“The facility is designed to provide access to high-quality care to Americans who are expected to quickly leave the DRC and quarantine without the risks of lengthy transportation to the United States,” a White House official told the Guardian.

The center will also treat Americans who contract Ebola, the official said — “including critical care needs, although each case will be evaluated for transport to more advanced care, if appropriate, to maximize patient outcomes.”

The official did not say whether this additional transportation would be to the United States or to Europe, where other Americans have been taken for quarantine and treatment. The official also did not say whether Americans were allowed to return to the United States if they did not want to go to Kenya.

The United States has barred green card holders who recently traveled to the DRC, Uganda, and South Sudan from returning home, and other recent travelers to those three countries are also barred from entering the United States.

“It shocks me that the administration would seek to prevent Americans from returning home to receive the proven, world-class care that our taxpayer-funded biocontainment and treatment units are equipped to provide,” said Jennifer Nuzzo, an epidemiologist and director of the Pandemic Center at the Brown University School of Public Health.

“This approach raises deep ethical concerns,” she added. “Without adequate plans for the safe quarantine of those exposed and the rapid isolation of those who become infected, I fear that these facilities could amplify the spread of the virus. The prospect of not being able to return home for safe and effective care may deter people from disclosing that they have been exposed, which could drive cases underground and cause even greater spread of the virus.”

Americans who responded to previous outbreaks – whether directly treating patients or organizing the logistics of contact tracing and safe burial teams – knew that if they got sick, they could return home to receive some of the best medical care in the world.

Without these assurances, and with the prospect of being indefinitely prevented from returning home to friends and family, American experts are now far less likely to volunteer.

“This basically amounts to telling any U.S. health worker who might be involved in efforts to contain this outbreak that if they get sick, they can’t go home,” said Jeremy Konyndyk, president of Refugees International and former executive director of the USAID Covid-19 task force as well as former leader of USAID’s Ebola response in 2014-2015. “It deters people from leaving. In 2014, we were faced with this exact scenario – cases coming back to the United States – and we fought very hard not to put a travel ban in place because we knew that would ultimately defeat the goal of ending the epidemic.”

Transportation risks are extremely low if a person does not have symptoms, and the United States has extensive experience evacuating people who have been exposed to Ebola or other contagious pathogens and tested positive.
