Amid the youth employment crisis, the British government has divided opinions on raising the minimum wage | youth unemployment

Rising youth unemployment has caused divisions among senior levels of government over how quickly they should meet their promise to pay young people the full minimum wage.

Business secretary Peter Kyle is understood to believe now is not the time to pay 18-20-year-olds the full minimum wage promised by Labor in its manifesto.

Others believe there is little evidence that recent wage increases for low-wage workers have had an impact on unemployment.

Finance Minister Torsten Bell told the BBC on Friday morning: “The Low Pay Commission said in its annual report that it found no evidence that previous increases in the youth minimum wage had had an impact on employment.”

The divisions emerged following a landmark government-backed report published this week by former Labor secretary Alan Milburn. Milburn found that youth unemployment costs the UK more than £125 billion a year.

Milburn’s report shows the number of young people not working or studying has surpassed one million for the first time in more than a decade, sparking calls for a slower pace of youth minimum wage increases.

Milburn himself told the News Agents podcast this week: “If you’re going to get a job there, you have to make sure the employer is willing to take the risk. For example, if you’re in the hospitality sector or retail, the margins tend to be very low. Those tend to be industries that are hit hard by the cost of living, especially hospitality.”

It comes amid a wider debate over the future of Labour. Andy Burnham has pledged to shift left on certain policies if he wins the Makerfield by-election and becomes prime minister, while others have urged the party not to stray from what they see as its political heartland.

Former Prime Minister Tony Blair warned in an essay this week that policies he introduced, such as raising the minimum wage, created a headwind rather than a tailwind for businesses.

In its manifesto, Labor promised to make the minimum wage for 18-20 year olds the same as for workers over 21, but did not specify how quickly this would be achieved. “We are committed to the proclamation on which we stand firmly and we will deliver on it, but the proclamation does not set a timetable,” Bell said Friday.

He and government officials believe the minimum wage increase for young people should be slowed if there is evidence of employment impacts, but he does not believe the evidence exists yet.

The government accepted the Low Pay Commission’s (LPC) recommendation to increase the basic minimum wage by 4.1% this year, but to increase youth wages by 8.5%. Current prices are £12.71 and £10.85 respectively.

The committee is expected to make its recommendations to the government in October for the financial year starting April 1, 2027. Some government officials privately hope to come up with a much lower recommendation than this year.

Earlier this year, ministers also changed guidance on LPCs to reflect the government’s concerns about youth unemployment. Previously, the committee had been told to consider youth unemployment, but now it has been told to prioritize employment rates.

The LPC said last month that wage increases had no impact on the rise in youth unemployment. “While we acknowledge that the labor market performance of young people has worsened over the past two years, we do not find strong evidence that rising proportions of young people have contributed to this decline,” the committee said.

Ministers are not necessarily obliged to accept the committee’s recommendations, but it has actually been advantageous for Prime Minister Rachel Reeves to do so in the past. As ministers debate the causes of youth unemployment, lawmakers and trade unions are urging them not to break their promises to voters.

Kate Bell, deputy general secretary of the Trades Union Congress, said: “There is no compelling evidence that the minimum wage has led to a surge in youth unemployment.” “This is a buzzword that companies always turn to, but the evidence shows the picture is much more complex than that.”

Justin Madders, former employment secretary, said: “The minimum wage is determined by what stakeholders submit to the LPC, which includes employers. That’s why the rates set have always been maintained at a level that does not impact employment levels, a fact borne out by 25 years of evidence.”

Joanne Thomas, general secretary of shops union Usdaw, said: “We are deeply concerned by voices within the government that say Labour’s manifesto to end minimum wage exploitation youth rates should not be fully implemented.

“We are clear that the general election manifesto is for the life of this parliament and it is time for policy to be delivered.”
