After the White House learned this week that Iran was comfortable with the latest draft proposal to end the war, President Donald Trump told his advisers he wanted a few days to decide whether to sign the potential deal, officials familiar with the matter said.

It appears unlikely that Trump will approve the document until he receives final confirmation that Iran’s Supreme Leader, Mojtaba Khamenei, has given his approval to the document, an official said.

The current document would extend by 60 days the current ceasefire, which has come under strain this week as the United States and Iran exchange fire in the Strait of Hormuz.

A U.S. official said the plan stipulates that the strait would be reopened immediately, without tolls and traffic restrictions, and that Iran would commit to removing mines from the waterway within 30 days.

The US blockade of Iranian ports would then gradually be lifted as traffic through the strait was restored. Officials hope that the gradual lifting of the blockade will prompt Iran to remove the mines it planted during the war.

The plan would also create a phased system through which Iran would receive financial relief provided it complies with U.S. demands.

Trump has consistently denounced the “pallets of money” delivered to Iran as part of the 2015 Obama-era deal. Officials are exploring how other countries, including Qatar, could release funds to Iran, which would avoid direct U.S. involvement, the officials said.

Discussions have also been held around an investment fund for Iran that would provide billions of dollars for reconstruction once a final deal is reached. The United States would not invest in the fund and most of the money would come from Gulf countries.

On the thorniest issue – Iran’s nuclear program – the deal pushes back many of the details of future negotiations.

Trump and his negotiators have insisted that any deal would include a disavowal by Iran of acquiring nuclear weapons and a commitment to getting rid of its highly enriched uranium.

But exactly how that disposal would take place — whether the uranium would be shipped to the United States, destroyed in Iran or transferred to another country — will be deferred to further negotiations.
