European Parliament committee votes in favor of scrapping US tariffs

A European Parliament committee voted overwhelmingly on Tuesday to scrap EU import duties on a range of US products.

The tariff cuts are essential to honor the US-EU trade deal reached in July last year and to avoid a return to a transatlantic trade conflict.

US President Donald Trump has given the bloc until July 4 to ratify the deal or face higher tariffs on European goods.

Tuesday’s vote saw the European Parliament’s trade committee back the legislation to enact the tariff cuts, with 31 votes in favor, six against and three abstentions. He also voted to maintain zero duties on American lobsters.

The legislation is expected to be approved by the EU Plenary Assembly in mid-June.

What’s in the US-EU trade deal?

The agreement caps US levies on most European imports to the United States at 15%.

In return, the EU pledged to remove tariffs on US industrial products and facilitate market access for US agricultural products such as pork, dairy and seafood.

The United States is the EU’s largest trading partner, with annual trade of $2 trillion (€1.7 trillion) in goods and services.

The EU’s implementation of the agreement has been delayed by several factors affecting bilateral relations between the United States and the EU.

Frustration over other tariff threats from Trump, the dispute over his attempt to annex Greenland and legal uncertainty triggered by a U.S. Supreme Court ruling that struck down many of his existing tariffs have all contributed to slowing progress on ratifying the deal.

European lawmakers finally gave the green light in March, but they also asked for additional guarantees in case the United States reneged on its commitments. Some of these measures were then scaled back to avoid rekindling trade tensions with Washington and creating uncertainty for European businesses.

A so-called “sunset” clause aimed at ending the deal by March 2028, unless new legislation is passed to renew it, has been pushed back to the end of 2029 – after Trump’s term ends.

The text also gives the United States until the end of the year to lower additional taxes above 15% on steel components, rather than making it a precondition for ratification of the agreement.

A “sunrise” clause – under which the European part of the agreement would only come into force once the United States fulfills its commitments – was abandoned.
