ISLAMABAD: The Pakistan Builders and Developers Association (ABAD) will invest 1.370 billion rupees for construction-related projects, Prime Minister Imran Khan said at a meeting of the National Coordinating Committee (NCC) for housing, construction and development.

According to a press release issued on Friday, Imran Khan, while chairing the weekly meeting of the NCC, said the development of the construction sector could play a prominent role in minimizing the impact of the coronavirus pandemic on the economy through job creation.

The meeting was followed Thursday by video link by 13 representatives of the association.

Imran Khan has been informed that electronic service centers have been set up in nine divisions of Punjab with the aim of providing builders and developers with one-stop facilities.

The meeting was informed that the provincial governments of Punjab and Khyber Pakhtunkhwa have implemented online portals to streamline the process of applying for NOCs and other approvals in the construction sector and to ensure the prompt elimination of requests pending for years.

The Prime Minister congratulated the Punjab and the KP for setting up and activating the portals. He also led other provinces, as well as Gilgit-Baltistan and Azad Jammu and Kashmir, to launch a similar portal and one-stop facility.

The prime minister stressed that the government is providing all possible facilities for the development of the construction sector and urged the business community to take full advantage of the opportunity by making investments.

The meeting reviewed in detail the progress made by the government in the construction sector as well as the incentives announced for its promotion.

ABAD representatives paid tribute to the Prime Minister for providing historic building incentives and facilities.

They said that for the first time in the country’s history, builders and developers were encouraged by private banks for construction-related activities.

The simplification of the No Objection Certificate (NOC) and clearance process has greatly encouraged those involved in the construction industry, the developers said. Thirteen ABAD representatives at the meeting pledged to launch various projects over the next three to four months – which would translate into economic activity of Rs 1.370 billion. The projects include the construction of approximately 100,000 residential units, which the developers have committed to begin within the next six months.

The Prime Minister said he was satisfied with the assurances given by ABAD.

The Chief Secretary of Punjab gave a briefing on the characteristics of the portal, the modalities and oversight of the entire system by the office of the Chief Secretary as well as the handling of requests received from government agencies.

The purpose of the portal, mobile app and online system was to minimize human interference in the system and ensure transparency and efficiency, he said.

The prime minister instructed all chief secretaries to ensure the provision of facilities in housing units, housing settlements and commercial buildings, including electricity and gas, and called for strict action against the personnel causing obstacles to their delivery.
