Waipukurau Memorial Hall met less than 20 percent of new building standards.

The council spent more than $ 800,000 strengthening the city council, but the latest seismic assessment still considers it earthquake prone.

Central Hook Bay County Council strengthened the Waipokurao Municipal Building in 2017 as part of the renovation work, but the building met less than 20 percent of the new building standard.

The Waipukurau Library has also closed indefinitely due to the same issue, although it was boosted as part of the structure and renovation work in 2016.

In 2013, the hall was identified as being prone to earthquakes and was less than 34 percent of the new building standard.

Besides earthquake reinforcement works, the hall has done some major work to treat areas of mold, asbestos and roof moldings.

The council said it was unable to provide specific details about the renovation of the hall or library “under legal advice” and said that “several parties” were involved.

The War Memorial Hall in Waipukurau was reinforced in 2017.

The Council closed the library after receiving engineering advice that the building had “significant structural weaknesses”.

The hall would remain open, as the council said the structural fragility was not the same as the library.

The council said the library was closed due to “significant inherent structural defects, which means that in the event of a major earthquake, it could lead to a catastrophic collapse of the building.”

But the council said the hall would operate differently from the library in the event of a major earthquake and “would not lead to catastrophic failure.”

The council will also place a number of restrictions on the use of the hall.

Michelle Hayes, director of Aqua Management – which used the hall for indoor activities – contacted the building not to be used after it was deemed earthquake prone.

“We have been using the hall for a number of years, and we are very sad about the news.”

Hayes said she understood the reasons for the continued use of the hall compared to the library.

“The hall is only used by people within specified hours – for example, we will have indoor hockey every Tuesday from 3.30pm to 5.50pm. While the library has full-time staff with people coming in and out regularly, so they will be more at risk.” .

Sue Smith who runs CHB Seniors said they have also made the option to switch places and will be using St Mary’s Church Hall.

“We are definitely disappointed that we have been using the hall for a long time. But it is a matter of the safety of our employees and our elderly, so we decided to change the workplace.”

Monique Davidson, chief executive of the council, described the news as an “explosion” for the Central Hawks and Bay community that had “a number of questions and concerns” after “significant investment in both buildings over the past five years to boost earthquakes and regeneration.”

Davidson said: “We know that our society expects answers, and we will continue to be transparent and open as much as we can with our information, while not jeopardizing any future operations.”

“At this point we ask the community to allow these processes to expand.”

“We are fully aware that this is an unacceptable situation, and we are focused on working to reduce the impact of the ongoing closure of the Waipukurau Library and with users of Waipukurau Memorial Hall,” Davidson said.

The board will work through a process to understand how and why the strengthening of both buildings did not meet the expectations of the board or the community.

The board will meet later this month to review options for the future of the library and services to minimize the impact of the ongoing shutdown.
