Prime Minister Narendra Modi on Monday described the Union Budget 2024-25, to be presented on Tuesday, as a historic Amrit Kaal budget and said his government is working tirelessly to deliver on the guarantees it has promised the people over the years.

In his remarks to the media before the start of the Budget session of Parliament, Modi referred to the opposition protests during the special session and accused them of trying to muzzle the voice of the elected government and the Prime Minister. On July 2, in the Lok Sabha, during the Prime Minister's reply to the debate on the President's address, opposition MPs chanted slogans protesting the two MPs from Manipur not being allowed to take part in the debate.

On the budget, the Prime Minister said, “This budget will set the direction for the next five years of the present government and lay a strong foundation for realising the dream of Viksit Bharat by 2047, when India celebrates 100 years of independence.”

Modi stressed that it is after 60 years that a government will present the first budget of its third consecutive term. The Prime Minister said that India is the fastest growing economy among the major economies of the world, with an average growth of 8 per cent in the last three years. He said that a positive outlook, improved investments and better performance of the Indian economy mean that opportunities are at their peak, and this is a milestone in India's development journey. The Business Advisory Committee of the Lok Sabha has allocated 20 hours for discussion of the budget in the House.

The Prime Minister said the dust had settled after the bitter electoral battles that political parties and leaders had fought from January 2024 till the election results were declared. He urged MPs to observe a moratorium on protests in Parliament till January 2029. “It is now the responsibility of all elected representatives and all political parties (to realise) that we have fought for our respective parties and now for the next five years we have to fight for the country,” Modi said.

“Go to the battlefields of the January 2029 elections. Until then, the only priority should be the country, its poor, farmers, women and youth,” he added.

Modi said the opposition's negative approach has prevented MPs from expressing their views and flagging issues concerning their respective constituencies. People have sent us here for the desh (country) and not for the dal (party). This Parliament is not for the dal but for the desh. This Parliament is not just for MPs but it is for the 140 crore people of the country,” he said.

The Congress hit back at the Prime Minister. Congress media and publicity department chief Pawan Khera said the person who had “strangled the country and stifled its voice” for 10 years, today looked “very weak and was seen crying” when the opposition raised its voice. Gaurav Gogoi, a Congress member and the party’s deputy leader in the Lok Sabha, said the Prime Minister and the government should answer questions on the NEET issue, terror attacks in Jammu and rising inflation.

In the Lok Sabha, Opposition Leader Rahul Gandhi led the opposition's attack on the government over the leak of NEET papers, saying there was a serious problem in the country's examination system and Education Minister Dharmendra Pradhan had blamed everyone except himself for it.

Under fire from the opposition, Pradhan said he was “here at the mercy of my leader, the prime minister” and his government was collectively responsible. The minister said there was no evidence of leaks of documents in the last seven years.
