Nadiem and the training of 400 members of the shadow team with Jokowi’s blessing
INDOPOLITIC – Former Minister of Education, Culture, Research and Technology (Mendikbudristek) Nadiem Makarim made a surprising statement during the trial on the alleged corruption case in the purchase of ICT equipment (Chromebooks) held at the Jakarta Corruption Court, Monday (05/11/2026).
Nadiem Makarim revealed that the formation of the “Shadow Team” within his ministry received direct approval from the 7th President of the Republic of Indonesia, Joko Widodo.
This statement emerged when the Attorney General (JPU) questioned Nadiem on the effectiveness and legality of the external team structure which had a great influence on education digitalization policies during his tenure.
Accelerating digitalization with the blessing of the palace
Nadiem explained that the team of around 400 professionals was not an illegal organization, but rather an instrument designed to accelerate technological transformation in the education sector.
“Let me clarify. These are all different things mixed into one. As minister, I came with several special aides who are specific in their respective fields because of their competence and integrity,” Nadiem said.
“Since I took office, I have made it clear to the President (Joko Widodo) that the existing bureaucracy needs world-class technology experts so that platforms such as Merdeka Mengajar or the Belajar.id account can be realized quickly. He agreed to this step,” Nadiem said in his testimony.
Nadiem added that relying on professionals from outside the bureaucracy is a commonly used GovTech model in developed countries to modernize public services.
Denying the existence of “shadow ministers”
During the trial, the panel of judges also questioned the existence of a “shadow minister” who would have authority beyond the official levels of the ministry, thus triggering internal unrest.
In response to this, Nadiem strongly denied this. “There are no shadow ministers. All strategic policy decisions remain in my hands as minister and are implemented in official coordination with the directors-general. This team is purely a technology partner that assists in execution on the ground,” he stressed.
Relationship to Chromebook cases
The shadow team problem resurfaced after prosecutors investigated the involvement of several experts in formulating technical specifications for the purchase of Chromebooks suspected of causing losses to the state.
Prosecutors suspect external teams of dominating the procurement process, which should be under the full authority of the ministry’s Commitment Making Officer (PPK).
However, Nadiem emphasized that the team only made contributions from the technological side so that the purchased specifications were in line with the school’s digitalization needs, without interfering in the tender process or in the selection of suppliers. (Ed.)
