Reversing Outdated and Burdensome Executive Orders: Today, President Donald J. Trump signed an executive order rescinding outdated restrictions on access to federal lands, restoring balanced land management, and reducing unnecessary regulatory burdens.
The executive order repeals Executive Order 11644 and Executive Order 11989, which together required agency heads to manage the use of all-terrain vehicles on public lands according to a set of subjective criteria. These subjective criteria were difficult for agencies to implement in practice, as they were very vague. For example, criteria included preventing adverse effects on natural, aesthetic, or landscape values and minimizing conflicts between off-highway vehicles and other existing or proposed recreational uses. The order directs appropriate federal agencies to rescind or revise regulations that were adopted to implement the now-rescinded executive orders.

Executive Orders 11644 and 11989 were issued approximately 50 years ago, before modern technologies could be combined with our comprehensive statutory land management framework. The latest mapping technologies, coupled with today’s recessions, will enable off-highway vehicle use designations that provide more access, recreational opportunities and greater benefits to the public. The vague and subjective standards imposed by these previous decrees created unnecessary barriers to recreation, energy and wood production, access to remote areas, and infrastructure maintenance. The “minimization criteria” promulgated under the now-repealed executive orders have negatively impacted rural economies, permitting, tourism, U.S. manufacturing, organized motor sports, volunteer management efforts, and public confidence in federal land access planning. Federal environmental and land management laws now provide agencies with the appropriate tools to manage federal lands while maintaining sufficient environmental protections without the need for these criteria. Termination will restore balanced land management by eliminating poorly defined and arbitrary environmental and social standards, ensuring that all users of public lands have equal access.

In July 2025, President Trump signed an executive order creating the Make America Beautiful Again (MABA) Commission to conserve America’s lands and waters, cut red tape, and boost conservation and economic growth. President Trump’s Department of Agriculture has taken steps to repeal the 2001 Roadless Rule that prevents road building, reconstruction and timber harvesting on nearly 45 million acres of the National Forest System. President Trump’s Department of the Interior has repealed the BLM Public Lands Rule, reaffirming its commitment to restoring balance to federal land management by prioritizing access for multiple uses, elevating local decision-making, and supporting responsible energy development, ranching, grazing, timber production, and recreation.
