Former diplomat shares his views on China’s foreign minister

Chinese Foreign Minister Wang Yi is described as a “very highly trusted person” who is also “very interesting,” according to a former Canadian diplomat who met him several times.

Gordon Houlden was posted to Beijing twice during a diplomatic career that included 22 years working on Chinese affairs for the Government of Canada.

He says Wang is “a businessman and a reliable transmitter” of Canada’s views to Chinese leaders, including Chinese President Xi Jinping.

Wang is also a member of the Politburo of the Central Committee of the Communist Party of China, known as the Politburo, the highest leadership group of the ruling Communist Party.

Houlden says Wang is equipped to handle trade issues of all kinds when working on Canadian issues, such as electric vehicles and energy, although his “natural default” is more focused on politics or foreign affairs.

Now director emeritus of the China Institute at the University of Alberta, Houlden shared what he thinks is a lesser-known fact about the foreign minister: he knows Peking opera.

He says he met the Minister of Foreign Affairs “several times”, but one dinner remains etched in his memory. That was years ago, when Wang was then vice foreign minister responsible for Asia.

“He started singing in Chinese opera. He was a very civilized man. Obviously a close confidant of the Chinese leaders.”

Speaking of Wang current visit For Canada, Houlden calls it “very important” in terms of necessary follow-up at a time of deepening relations with China. This follows the Prime Minister’s recent visit to Beijing in January.

“Xi Jinping doesn’t spend every day, or even every week, thinking about Canada. These things need to move forward,” Houlden told CTV News.

Wang did not respond to any media questions during his visit. However, in brief remarks during which cameras were allowed during a working lunch with Canadian Foreign Minister Anita Anand, Wang spoke positively about the change in relations with Canada.

Anand said the goal is to increase exports to China by 50 percent by 2030, “while preserving Canada’s economic and national security interests and values.”

Wang countered that this could achieve 100 percent growth, but also warned that it was important for both sides to “uphold” a “commitment to mutual respect, commonalities despite differences, independence and mutual benefit.”

Houlden said, in his experience, it is both possible and necessary to “speak frankly” to Chinese leaders about Canadian concerns, including human rights concerns, especially behind closed doors. He said he guaranteed that China would speak frankly to Canada about issues on its side, such as Taiwan.
