Roy Suryo’s lawyer claims he did not receive letter P21 regarding Jokowi’s diploma file from the prosecutor’s office

JAKARTA, KOMPAS.com – Roy Suryo’s legal team admitted that they never received from the prosecutor’s office a certificate of completeness of files (P21) related to the alleged fake diploma case against President Joko Widodo.

Legal authority Roy SuryoAhmad Khozinudin said that until now his party had not received a copy of this information from the police.

“That until today, no letter from the prosecution has been addressed to us directly, or at least addressed to Polda Metro Jaya “the content was quoted and then published, the information was sent to us regarding this P21 case,” said Khozinudin at the Metro Jaya Police Headquarters, Wednesday (3/6/2026).

His party also highlighted the statement by the Director General of Criminal Investigation of Polda Metro Jaya, Police Commissioner Iman Imanuddin, who reportedly did not specifically mention the term “P21”, meaning the case file is complete.

According to another lawyer, Ghafur Sangaji, in cases like this, the police should include an official letter from the prosecutor’s office as proof of the completeness of the files.

“This is not a case of chicken thieves. So we see that there is no legal certainty regarding this case,” Ghafur said.

Roy Suryo also expressed a similar view. He believes the police are not ready to release this information to the public.

“We respect it but there are no details. And it really seems that Polda Metro Jaya seems hesitant,” he said.

Previously, Police Commissioner Iman Imanuddin said that the files submitted to the prosecutor’s office were declared complete.

“That, thank God, the prosecutor has stated to date that the files we sent to the DKI Prosecutor’s Office no longer require filling the gaps that we filled yesterday,” Iman said at a press conference, Tuesday (2/6/2026).

He added that investigators would immediately coordinate to plan the transfer of cases and suspects to the prosecutor’s office.

Eight people were suspects

In this case, Polda Metro Jaya had previously named eight people as suspects after going through a lengthy investigation process.

“Polda Metro Jaya has named 8 suspects in the case of defamation, slander, hate speech and manipulation of electronic data reported by Mr. Ir. H. Joko Widodo,” said Metro Jaya Police Chief Inspector General Asep Edi Suheri in a press conference at the Metro Jaya Police Headquarters, Friday (07/11/2025).

Generally, the suspects are charged under sections 27A and 28 of the Electronic Information and Transactions (ITE) Act, as well as sections 310 and/or 311 of the Penal Code, with a maximum sentence of six years in prison.

The suspects were then divided into two groups based on their actions.

The first group was also charged with Article 160 of the Penal Code regarding alleged incitement to commit violence against general authorities. They are Eggi Sudjana, Kurnia Tri Royani, Rizal Fadillah, Rustam Effendi and Damai Hari Lubis.

Meanwhile, the second group consists of Roy Suryo, Rismon Sianipar and Tifauzia Tyassuma. They were charged with Article 32 paragraph (1) and Article 35 of the ITE Law regarding allegations of deletion, concealment and manipulation of electronic documents.

As the legal proceedings progressed, the status of suspects Eggi Sudjana and Damai Hari Lubis was revoked after an order to stop the investigation (SP3) was issued. Both resolved the case through a restorative justice mechanism.

Rismon Sianipar from the second cluster also took similar measures. He admitted errors in his research regarding President Joko Widodo’s diploma.
