A captivating two-part BBC programme, Brexit: a very British civil war, is the latest in a long line of brilliant documentaries produced by Norma Percy, an American icon of British broadcasting. His work includes important additions to our knowledge of the bloody disintegration of Yugoslavia and the conflicts in the Middle East, but perhaps my favorite is the Watergate series, made 20 years after the resignation of Richard Nixon, which is not the least a comic masterpiece, as all the old burglars and bunglers revisit and attempt to explain their malfeasance.
There is a certain similarity in the Brexit agenda, even if the consequences are not funny. This is all due to the internal politics of the Conservative Party. In the past, conservatives were Europhiles. A Conservative prime minister, Harold Macmillan, made the first attempt to join what was then the European Economic Community, or Common Market, in 1963, before being ostracized by Charles de Gaulle. Another, Edward Heath, joined in 1973. And as is often forgotten, it was another conservative, Margaret Thatcher (yes!), who ratified the Single European Act in 1986 establishing the single market.
After his fall, a group of Conservative MPs launched a guerrilla war against greater European integration and harassed John Major during his troubled premiership from 1990 to 1997. When David Cameron became leader of the Conservative opposition in 2005, he told his party to “stop talking about Europe”, but his words went completely unheeded. Every poll showed, for many years, that “Europe” was one of the least important issues for most British voters, even though immigration, which was sometimes linked to the EU, mattered far more. And yet, for this same group of Conservative MPs, the EU was the one issue that dominated their lives, and they strived tirelessly for it.
