Plans Advance to Capitol Hill Museum, Security Upgrades

Salt Lake City – Plans are moving forward to build a new museum of state history and increase security on Capitol Hill.

The Capitol Preservation Board and Architects are working to finalize designs for the new Utah Museum, a multimillion-dollar facility to replace the old state office building and data center north of the Capitol building itself. Demolition will start this summer.

The design, which will closely mirror the existing Capitol Building, will include an area for tour buses to enter and a plaza for people to enjoy.

Jill Remington Love, executive director of the Utah Department of Cultural and Community Engagement, said the Utah museum will be dedicated to the state’s history.

“We hope to create a place where people see themselves and can get to know them, that’s how I got here, that’s how my parents or my grandparents got here and they get really inclusive,” she said on Monday. “With the first settlers, the Spanish settlers, the indigenous people, you’re going to tell everyone’s story.”

Exhibitions are now being designed. Some of the artifacts — such as the Utah state constitution — have not been seen by the public before, Love said. Currently, many of the historic items in the state’s collections are housed in a leaky basement in the Rio Grande building, which was badly damaged in an earthquake.

“We are excited that we will bring them above ground, and that we will have a safe space for them here. The basement of this building will be for the group, and it will be built so that the plumbing and electrical are in one place and the groups are in another. And upstairs, we can share it,” Love said.

In addition to the museum, the Utah Department of Public Safety plans to modernize perimeter security. The Capitol Preservation Board plans to “flip the tape” on the parking strips surrounding the entire Capitol Hill complex. It will save water (something Governor Spencer Cox has paid for) but also includes a notable security upgrade — concrete blocks that can serve as benches and prevent vehicles from hitting the grounds and threatening visitors and lawmakers.

Barriers were installed immediately around the Capitol, the House of Representatives, and the Senate after a 2013 incident in which a man drove up west just below the governor’s office. Concrete barriers will prevent access to the perimeter of the floor. FOX 13 News is said to be less visible than a bulkhead or fence, similar to the concrete blocks at the base of the Capitol’s south steps.

The Utah Department of Public Safety has warned that final designs have not yet been approved by the Capitol Preservation Board, but are among a number of security measures implemented in recent years including hundreds of new security cameras and state highway patrol forces.
