It’s time to end the California state of emergency on COVID-19

In March, California residents needed a COVID-19 emergency because the virus was unfamiliar and our health system was unprepared. California is ready now. It’s time to end the emergency, return decisions to people, bring in more perspectives, more questions, and more supervision.

COVID-19 was not an earthquake. It was only an emergency of uncertainty and lack of preparedness. When it arrived, we didn’t know how deadly it was or how quickly it spread, and we were afraid it would overwhelm our hospitals.

Because of the uncertainty, lack of preparedness, and anticipated need for local mutual assistance, Governor Gavin Newsom declared a state of emergency on March 4. This announcement gave unlimited powers to health officers, both locally and at state level, to slow down the virus. Orders requiring California residents to stay home and close schools and companies have depended on these rare and uncensored public health authorities. In a state of emergency, no one can nullify the orders of a health officer, not his superiors, nor the legislative bodies, nor the governor.

California counties do not need mutual health assistance. Hospitals were quickly rehabilitated for a tsunami that never came. California hospitals contain about 40% of their beds empty. Reopening the steps is safe if we carefully watch the new hospitals. If another wave comes, hospitals are prepared.

Whether it is reopened or not, the infection will become more combustible. The outbreak is a natural development of the epidemic across the California regions. The virus does not spread everywhere simultaneously; He finds a sensitive group, transmitting from person to person in limited transmission networks often quitting by himself. Our epidemic curve does not look much different from most other countries. We have a stable share of tests that turn positive. Medical visits to respiratory infections are less today than they were at the same time last year.

Public health is better prepared with test centers and contact tracking. Good hygiene, bread and butter can control COVID-19. South Korea controlled its epidemic with only extensive testing and public awareness.

We should be thankful for our breathing room. Making decisions about our livelihoods, schools and freedoms is so important that no small circle of people can make it.

The collateral damage caused by emergency public health orders has hit every aspect of our lives. Our children are out of school and there is no clear possibility of returning; Companies declare bankruptcy; Millions of workers are unemployed; As additional unemployment assistance ends, thousands may face hunger and displacement.

In most states, public health officials do not have uncensored powers, but they play an advisory role, providing scientific evidence to the negotiating table. If we need to extend or restore economic restrictions, officers can still bring their expertise to sunlight in our legislature. Economists must have a say and know what happens to our budgets and other social programs. We should hear from pediatricians and teachers about how children perform. We must have a general record of science and facts.

The governor can end the state of emergency today with a stroke of a pen. The legislature can do this with decisions passed by the State Senate and Assembly. If there are reasons to extend the state of emergency, let us know.

In democracies, emergency situations that grant exceptional powers to a few should not be prolonged. We have declared an emergency to prepare for the COVID-19 epidemic. It’s June and California ready. So isn’t it time to end the emergency? Or, if not now, when?
