President Trump has threatened harsh sanctions against Iraq after parliament urged US troops to leave the country.
"We have a very unique air base there. It costs us to build billions of dollars. We don't get paid unless we pay," he told reporters.
Tensions are high after the US killed Iranian General Qasem Soleimani last week in Baghdad.
Iran has shown "fierce revenge."
Soleimani, 62, led the Iranian military in the Middle East in Iran, and the US was considered a terrorist.
The remains of the general have returned to his hometown, mourners biting Tehran streets on Monday.

Soleimani, 62, led the Quds Force of Iran's elite, and was responsible for protecting and boosting Iran's influence in the Middle East.
