In the following days, Vargas twice made the short drive to La Guaira, near the epicenter, each time with a different local partner organization. These visits allowed her to begin to understand the extent of the damage and assess how CARE and its local partners were responding.

“We wanted to see the capabilities of each organization, which is why we went two days in a row to the epicenter,” Vargas said.

Countless families were sleeping outside collapsed buildings, waiting for news of their missing relatives.

“It’s an endless crisis,” Vargas said. “I haven’t been to a war zone, but if I imagined it, I would think of La Guaira because the place is devastated.”

Vargas met a young woman whose mother was trapped inside the second floor of a collapsed 18-story building. The woman told her: “I will not leave here until they give me my mother’s body.” “The only thing I want is to be able to bury my mother.”

When Vargas first arrived in La Guaira, more than a week had passed since the earthquakes. Every day, the chances of finding anyone alive under the rubble were getting smaller.

However, many remained hopeful. With rescue teams and heavy equipment exhausted, some residents tried to clear the rubble themselves, despite the risk of further collapse.

Across Venezuela, years of economic and humanitarian pressures had left communities extremely vulnerable before the earthquakes struck. In La Guaira, they also destroyed the livelihoods of communities that were heavily dependent on tourism and informal work.

“When a crisis hits, existing conflicts get worse,” Vargas said. “There is a lot of uncertainty about where they should go, what they should do, and how to meet their basic needs.”

One of the young women she met had already made up her mind. “I’m going to Colombia,” she told Vargas. “My family died, my house fell. I no longer have anything to be here.”

Vargas expects others will make similar decisions, joining relatives elsewhere in the country, in Colombia, or across the broader Venezuelan diaspora.
