The changes may see three levels for local blockades, but ministers are debating how serious the top level should be. When new rules were announced for central Scotland, pubs and restaurants in the area will be closed. Meanwhile, the number of cases in the UK rose to 14,162 on Wednesday, and another 70 deaths were announced. No final decision has been made on the possible closure in England, but schools are not expected to close. In the north-east and north-west of England, in Birmingham and Leicester, there are already more severe restrictions, where the rate of infection is increasing.
