“Democracy has prevailed,” Chief Justice John Roberts said after swearing in. Donald Trump – who has not formally given the presidency to Mr. Biden – canceled the inauguration ceremony, far removed from his long history. The new president has announced a slew of measures to reverse Trump’s policies. Kamala Harris was sworn in as vice president before Mr. Biden.
