UK student visa issuance decreased by 32%
Home Office data released today shows that applications for study visas to the UK fell by 30% between January and March 2026 compared to the previous year.
As the high rejection rate continued from the fourth quarter of 2025, the student visa issuance rate in the first quarter of 2026 decreased by 32% compared to the same period last year.
The figures come as Britain’s Labor government welcomes “real progress” in bringing overall net migration to 171,000 in 2025, the lowest level since 2012 excluding the pandemic, according to the Office for National Statistics (ONS).
Home Secretary Shabana Mahmoud called it a restoration of “order and control at our borders”, with the 2025 figure almost half of the 2024 total, with the ONS citing a decline in non-EU nationals arriving for “work-related reasons” as a key driver.
The total net migration figures relating to 2025 provide the backdrop to data for the first quarter of 2026, which confirms industry concerns about persistently high study visa rejection rates as institutions prepare for enhanced compliance measures to come into effect next month.
Pakistan, the UK’s fourth largest sending country for international students, has been hit hardest by visa refusals. More than 40% of Pakistani applicants were refused study visas, compared to just 6% in the first quarter of 2025.
Additionally, Bangladesh, Ghana, Sri Lanka, and Nigeria all had visa rejection rates above 20%, with an overall rejection rate of 13%.
A spokesperson for Universities UK International said the decline was a “clear sign that international demand is under severe pressure” and warned that “the UK cannot afford to become complacent in its position as a global destination for international students.”
They highlighted previous government data showing the decline was continuing into the spring, with April marking the seventh consecutive month in a row that UK study visas had fallen year-on-year.

Meanwhile, India, the UK’s largest source market, recorded a rejection rate of 6.7% in the first quarter of 2026, down from 8.6% in the previous quarter. However, it is more than double the 2.9% in the first quarter of 2025. China stands out with a rejection rate of 0.4%.
Bucking the trend, Nepal’s refusal rate in Q4 2025 and Q1 2026 decreased to 4.6% from 11.3% in Q4 2024 and Q1 2025.
UK institutions will be paying close attention to data as the Home Office tightens university compliance requirements, delivering new Baseline Compliance Assessment (BCA) indicators on 1 June 2026, including the new RAG rating system.
Under the new rules, universities will be marked ‘red’ if their visa rejection rate is 5%, and ‘yellow’ if it exceeds 4%, and enrollment and course completion criteria will also become more stringent.
