Service industries such as restaurants, cafes and pubs often provide many young people’s first work experience, with the industry employing 28% of all 18-20 year-olds, according to the Institute of Fiscal Studies.

But these opportunities are disappearing. On Thursday, a damning report emerged showing job opportunities for young people are shrinking. The author, former Labor secretary Alan Milburn, said Britain was “at risk of a lost generation”.

The review found that official figures show more than one million young people are out of education, employment or training. This is the highest level in over 12 years.

Milburn’s report said the government was creating 300,000 work experience and training placements in sectors including construction, health, social care and hospitality.

Finance Minister Torsten Bell told the BBC’s Today program that the employment rate for 18-25 year-olds was “the same as it was when we took office in 2024”, but admitted tax increases had had an impact.

The figures further fuel concerns about the number of young people unable to find work in the UK.

Allen Simpson, CEO of UK Hospitality, said the solution to the problem was to reduce hiring costs for businesses.

“The government must once again make it economically beneficial to employ young people.”

“When restaurants are under pressure,” Rogan said, “young people and investing in sustainability are two of the first things left behind.”

Food writer Ottolenghi said there should be a public debate about “what we are losing” through restaurant closures.

“The risk to me is that if that happens… we will end up in a society where people are sitting at home, looking at screens and not interacting with each other.

“We become an industry that is overburdened and the government is taxing us more. Because we employ all these young people and provide them with skills, these burdens can fall on us quite easily.”
