The UK charity says rising youth unemployment is leading to more people becoming homeless. young people
As the number of young people out of work or in education increases, they are increasingly being forced into unstable housing or homelessness, charities say.
Without intervention, the number of young people not in education, employment or training (Neet) could rise by 25% to 1.25 million by the early 2030s, according to a government-commissioned review into the crisis facing young people in England.
Author Alan Milburn said the “precariousness of unemployment” was increasing the risk of young people becoming homeless and “worsening outcomes” for those already receiving benefits.
Around 124,000 young people were homeless or at risk of homelessness in England in 2024-25, a 6% increase on the previous year and the third consecutive year of increases. In the North West, which has the highest rate of youth homelessness, it rose by more than a third.
Big Issue said that since 2022, the number of sellers aged 18 to 24 has increased by 60% from 449 to 720.
Over the past two years, 23-year-old Josh has applied to hundreds of jobs while struggling to maintain his home. “Maybe over 1,000,” he said.
“I apply to jobs for six straight hours a night. Then every six months I hear back, have one interview, and then get rejected at the last stage. It makes you feel like there’s something wrong with you. It can really affect your self-image.”
Josh lives in supported housing run by youth homelessness charity Centrepoint. They warned that as the number of NEETs increases, young people are being driven out of the private rental market and trapped in unstable housing environments.
Lisa Doyle, the charity’s head of policy and communications, said: “There is a huge lack of work opportunities for young people at the moment, and for those who need to support themselves, getting a job can be a means of actually getting by and getting on with it.”
“If things go wrong, there’s no one to turn to. It’s a bleak situation for young people.”
The UK’s youth unemployment rate was 14.7%, the highest in more than 10 years. The UK has the third highest proportion of wealthy European countries with 16-24 year olds neither earning money nor learning.
Big Issue founder and Crossbench fellow John Bird said young people were facing increasing cost of living pressures due to declining employment opportunities.
“But we must also acknowledge the role of growing poverty in this crisis and shape solutions with this in mind,” he said.
Josh said he began struggling financially after losing his job at the bar. As his family fell apart, he had no place to live and was forced into the streets. As his work diminished, his battle to find affordable housing became more severe and his mental health deteriorated.
“I was looking for anything, even a job a few miles away. If I was beaten enough, I would try anything,” he said.
“I want my own space, but without a proper job, I feel out of reach. And I feel like I don’t have the power to do what I love. I’m always waiting for the right moment to do something.”

He will soon begin a barista training course, which he hopes will give him more stable work, and has a long-term ambition to become a screenwriter.
Doyle said: “A lot of the public debate on this issue often seems to place the blame at the feet of young people and that’s really, really disappointing. “Young people can’t create jobs. “Our advisers are speaking to many employers who are receiving hundreds of applications for entry-level positions and only one person will receive them.”
Aspiring photographer Fay, 22, spent her teenage years in the care system and said trying to find a steady income amid a lack of jobs and finding a place to live amid a housing crisis was impossible.
After graduating from college, I worked part-time for a short period of time at a bakery and Costa Coffee, and then got paid job experience at Pret, but I ended up falling behind on rent due to unstable work and salary.
“I had about £800 in debt and I had a really hard time getting a job after that to pay it off,” she said. “It’s disappointing because the narrative is that the government wants us to have jobs and young people are reluctant to work.
“But it’s the real stress and difficulty that comes from trying to get a job and not getting a job, not having enough work, or not having enough experience. But unless you start working at age 10, where are you going to get that experience?”
Faye has been living in supported accommodation at Centrepoint for almost three years and is looking for work, hoping to return to university to study photography after the previous course she was due to start was cancelled.
Despite being prioritized because she was a carer, she had been on the social care waiting list for over a year. But she said even if young people find housing, they still need jobs.
“We have housing high on our priority list, but what about jobs?” she said “What about employment? What about college courses that can get us the jobs and apprenticeships we want? How can we afford to pay rent without that?”
