1. AUKUS Defense Ministers’ Meeting Joint Statement
Today, Australian Deputy Prime Minister and Minister of Defense Richard Marles, US Secretary of War Pete Hegseth, and UK Secretary of Defense John Healey, MP, met at the US Embassy in Singapore to reaffirm their commitment to delivering on the AUKUS partnership.
1.1 Pillar I – Conventionally armed, nuclear-powered submarines
Through today’s discussions, the Deputy Prime Minister and Minister confirmed that AUKUS Pillar I remains on track to support Australia’s acquisition of a conventionally armed, nuclear-powered submarine capability. The Deputy Prime Minister and Minister confirmed that key milestones for the Submarine Rotational Force-West (SRF-West) continue to be met and announced that the necessary preparations for the creation of SRF-West in 2027 have been finalized. SRF-West directly supports submarine deployment. It will expand maintenance options and sustainment infrastructure in the region and accelerate Australia’s readiness to own, operate, maintain and regulate a sovereign conventionally armed nuclear-powered submarine capability. Just this month, the United States approved the establishment of a U.S. Navy support element for SRF-West, which will begin rotating the first U.S. Navy personnel to HMAS Stirling later this year. Likewise, the UK reaffirmed its commitment to a rotating presence as part of SRF-West and noted the successful submarine maintenance period conducted by HMS ANSON earlier this year.
The Deputy Prime Minister and Ministers acknowledged Australia’s plans to invest up to AUD 8 billion in SRF-West for infrastructure and logistics support for HMAS Stirling, with Australia’s initial commitments of AUD 3.9 billion to deliver a new submarine construction site in South Australia and AUD 12 billion for the Henderson Defense Area, which will also include supporting the provision of emergency docking and depot-level maintenance capabilities.
The Deputy Prime Minister and Ministers have welcomed the proposed approach to streamline the acquisition of Australia’s Virginia-class submarines (VCS), simplifying supply chain management, operations and maintenance requirements and maximizing cost efficiencies. This approach would allow Australia to acquire three currently in service VCS variants rather than mixing new and currently in use VCS variants.
The Deputy Prime Minister and Ministers acknowledged significant progress in the design and delivery of SSN-AUKUS, which will provide the UK and Australia with advanced combat capabilities. This progress has been underpinned by investment from the UK and Australia, including £6 billion pledged by the UK for 2025.
1.2 Principle II – Advanced Features
The Deputy Prime Minister and Ministers reaffirmed the critical importance of accelerating the delivery of advanced capabilities under AUKUS Pillar II. They announced the first AUKUS Pillar II signature project. It will develop cutting-edge payloads and enable systems for unmanned underwater vehicles (UUVs) from AUKUS partners, with deliveries starting in 2027. This project is intended to significantly enhance the ability of AUKUS partners to protect critical national undersea infrastructure. Deploy cutting-edge surveillance, reconnaissance and strike capabilities. Perform logistics operations. Enhances superiority in anti-submarine and anti-surface warfare, mine countermeasures, electronic warfare, and contested littoral maneuvers.
