In second break with Trump in a week, House passes bill to help Ukraine | Chamber of Deputies

The House passed a bill Thursday that would help Ukraine and sanction key segments of the Russian economy, ignoring objections from Republican leaders who warned the bill would harm negotiations aimed at achieving a comparable but stronger outcome.

The 226-195 vote is a sign of impatience with Donald Trump’s approach to war and represents the House’s second major foreign policy break with Trump this week. The day before, the House approved for the first time a war powers resolution aimed at halting U.S. military action against Iran.

The legislation, sponsored by Democratic Rep. Gregory Meeks, aims to shore up U.S. aid to Ukraine by providing more than $1 billion in security and reconstruction aid. This would free up an additional $8 billion for Ukraine’s defense in the form of loans.

Supporters managed to force action on the Ukraine bill by gathering 218 signatures on a discharge petition, a legislative tool that allows a House majority to effectively bypass leadership.

Once rarely successful, House members used the petition tool to Congress to pass bills to release government records on Jeffrey Epstein and expand health care subsidies to many people with health coverage through the Affordable Care Act, although the latter measure failed in the Senate.

Meeks said the issue before the House was simple. Would this help Ukraine negotiate from a position of strength or help Russia survive American determination?

“We all want this war to end,” Meeks said. “The question is how. Are we going to abandon Ukraine and force it into a terrible deal? That’s what Vladimir Putin is counting on. Or will this body live up to the commitments we’ve made since the start of this war?”

The vast majority of Republicans opposed this measure.

Rep. Brian Mast, chairman of the House Foreign Affairs Committee, said he believes the bill is “a stick with which to fight President Trump.”

“This bill, in my opinion, is an unserious bill that was developed almost a year and a half ago,” Mast said.

Rep. Don Bacon broke with most of his Republican colleagues in expressing support for the bill.

“Are we going to support good or are we going to support evil? That’s what it’s about tonight,” he said.

Supporters hope the House’s passage of the Ukraine bill will put pressure on the Senate to do the same. But they also know that the Senate probably won’t take up the bill unless Trump approves the bill.

“It probably won’t get 60 votes in the Senate, but we hope it will force the Senate to address the issue,” said Rep. Brian Fitzpatrick, who signed the discharge petition and voted to advance the bill. “This will send a great message to Ukrainian soldiers.”

He said the vote would also send a message to Putin that “we have a pulse here, that we care about Ukraine and that we are going to use our authority to help them.”

As the war drags on, it becomes increasingly difficult for Ukraine’s supporters in Congress to provide additional financial support to help Ukraine defend itself.

The United States has approved some $195 billion for the Ukraine response, according to the inspector general’s latest quarterly report for Operation Atlantic Resolve, about a quarter of which will go toward replenishing the U.S. military’s weapons stockpiles. The last major legislation intended to strengthen Ukraine’s response was passed in April 2024, although modest amounts have since been included in annual appropriations bills.
