Edi Hasibuan, police law observer from Bhayangkara University in Jakarta, said the second phase of delegation must be carried out immediately so that the legal process takes place in accordance with applicable regulations and provides legal certainty for all parties involved.
“If the case has been declared complete by the prosecutor, we ask Polda Metro Jaya to immediately hand over the suspect and evidence to the prosecutor’s office. This step is important to ensure legal certainty and speed up the law enforcement process,” said Edi, Thursday (4/6/2026).

The postgraduate professor at Bhayangkara University in Jakarta stressed that he was optimistic from the start that the file regarding the alleged fake diploma case would be declared complete by the prosecutor’s office.
According to him, during the investigation process, the files were repeatedly sent back by the prosecutor for completion. After carrying out all the instructions of the public prosecutor, the police investigator handed over the files until they were finally declared complete.

“Now we hope that the suspect and the evidence will be immediately handed over to the prosecutor so that this case can be tried immediately and obtain a court decision with permanent legal force,” he said.
