Minister calls on Burnham to increase UK defense spending target to 3.5% | defense policy

New Defense Secretary Dan Jarvis has called on Andy Burnham to dramatically increase defense spending from 2030 and “demonstrate a trajectory” towards NATO’s target of adding an extra £25bn a year to the military by the middle of the next decade.

The former paratrooper said he was confident the prime minister-in-waiting took national security seriously as he had lobbied publicly for cash that needed to be cut elsewhere.

“What I would really like to see is that resources are committed to demonstrating a trajectory to 3.5% in the next spending review. [of GDP]” Jarvis said Tuesday, speaking before the start of the annual NATO summit in Ankara, Turkey.

Jarvis, who is keen to retain his job, has already been in contact with Burnham and his team to discuss defense priorities and the £298 billion four-year Defense Investment Plan (Dip), which was finally announced last week after months of ministerial wrangling.

“I have known Andy for a very long time and I have no doubt whatsoever that as prime minister he will ensure that we have the resources we need in this difficult situation,” Jarvis said.

Jarvis will travel to Ankara with Starmer and Foreign Secretary Yvette Cooper. He said he would personally reassure his American counterpart, Pete Hegseth, that Britain would deliver on the 3.5% spending pledge agreed last year amid pressure from Donald Trump.

“I’ll give it to him.” [Hegseth] “It is a promise we made to the United States and our NATO allies, a promise to keep our promises.” Jarvis spoke of the largest increase in military spending since World War II.

Jarvis’ predecessor, John Healey, resigned last month after Starmer pledged to increase defense spending to 2.68% of GDP by 2030, leaving a steep curve to reach the 3.5% target in 2035.

The new Defense Secretary has set aside an extra £1.5bn over the next four years as part of his £298bn defense investment plan, partly to boost spending on drones, but it has had a minimal impact overall.

It sparked a backlash after it was revealed that spending on roads and other capital programs would be cut and the Treasury would have to plug a £4.7 billion hole as part of Burnham’s first budget.

Burnham, a former mayor of Greater Manchester and health secretary, has little background in defense or foreign affairs. But he said in an interview on Thursday that he would “fully fund” the defense investment plan and that “there would be no compromise on national security” if he became prime minister.

Meeting NATO’s commitments would require a £25 billion diversion of defense resources, which would be paid for through spending cuts elsewhere, additional taxes or increased borrowing, but there is currently limited room to significantly increase debt.

Jarvis told the public and his cabinet colleagues he recognized that “what I have to do is make the case for the defense.” He said leaving a funding gap for the next budget was “completely routine in terms of Whitehall accounting” and it was necessary to announce the delayed dip ahead of the NATO meeting.

“I don’t think we should overlook the fact that we’ve wasted more money and increased capacity in a shorter period of time,” Jarvis said. He claimed to have secured around £600m in additional funding for drones after spending much of his first day studying how they were being used in Ukraine and the Middle East.

Jarvis said he had been able to get out of the dip where Healey had failed because a series of meetings with Prime Minister Rachel Reeves had ensured “negotiations with the Treasury were conducted in the most constructive and productive way”.

The Treasury ultimately approved an extra £15 billion for defense spending by 2030, £1.5 billion more than Healey had won, but not as much as the £18 billion it had originally sought in negotiations that began several months earlier.

Jarvis first learned that Healey had quit during a visit to the Sandhurst Military Officers’ Training Academy, 30 years after he first arrived as a cadet. “My phone was ringing,” he said. In fact, he heard the news as a “huge shock” when someone came to him and told him the news.

Starmer personally offered him a cabinet position in Downing Street that evening, and he said it felt like a very big moment because he had “been thinking about these things for over 30 years”, dating back to his time in the military.

The Minister was commissioned into the Parachute Regiment and served in Kosovo, Northern Ireland, Iraq and Afghanistan before resigning in 2011 to become MP for Barnsley Central and now MP for Barnsley North. He also served as Mayor of South Yorkshire and was Minister for Security before his promotion.

Jarvis said he immediately accepted Starmer’s job offer and did not think it was appropriate to demand more money for defense as a precondition of acceptance. “It was not a transactional conversation,” he said.

He added that he would like to remain under Burnham. He would spend five weeks in the position, the earliest the Makerfield member would be ranked 10th. “It will be Andy Burnham who decides,” he said. “And I hope I will have the opportunity to continue to serve.”
