Two in five Britons believe Muslims cannot be integrated into British society and more than half believe the country’s national identity is being lost to ‘diversity’, a report written by a former extremist government adviser has revealed.

Sara Khan, who will step down as Britain’s first counter-extremism commissioner in 2024, said this view contrasted sharply with research showing 85% of Muslims ‘favor unity’.

Extremist views are said to be exploited and promoted by hostile states and malicious domestic actors. Researchers recorded 1,784 offline far-right events and 225 Islamist events over a 12-month period.

Announcing the report, titled Tensed Britain: Broken Social Contract, Democratic Distrust and Mainstreaming Extremism, Khan warned that the new prime minister had a “very small” chance to act effectively to tackle division and hatred.

A More in Common poll of 4,094 adults this spring found that 28% of respondents believe individuals should ignore rules and institutions that impede change. Nearly two in three (61%) believed the ‘social contract’ had undermined public trust in British institutions and norms.

“The challenges we face now are more serious and deeper-rooted than when I was the anti-extreme member,” Prime Minister Khan said. “This is not a temporary decline in trust, but a structural crisis caused by a chronic erosion of trust in institutions.”

“The window of opportunity to fix these problems is very small. The next prime minister must address these issues before concerns about the social contract destroy democratic values.”

Khan, who is also the government’s independent adviser for social cohesion and resilience from 2021 to 2024, added: “What it means to be British, and to whom that identity belongs, is not limited to any one political tribe, generation or region and has become a real fault line. Concerns that diversity is eroding national identity are now mainstream views held by the majority of Britons.”

The survey found that 55% of people believe Britain’s national identity is being lost because of diversity. Almost a third (31%) of respondents said they were open to the view that non-white people “will never be as British” as white people.

The report, published ahead of the launch of the UK Extremism and Democratic Resilience Center (UKEDRC) later this year, found that 33% of people support immigration and 42% believe Muslims cannot be integrated into British society. Among supporters of British reform, that figure rose to 71%.

A poll of British Muslims found that 85% supported integration, 88% said they were comfortable mixing with other faiths and 85% said they were free to practice their religion.

However, 64% of British Muslims said they believed white people were “working against Muslims”, and 56% said they believed Jews were too. And 27% said they believed the Holocaust was “fabricated or exaggerated.”

The report, co-authored by Dr Matthew Godwin, formerly of the Tony Blair Institute for Global Change’s extremism policy unit, also warns of a breakdown in respect for norms and institutions.

According to the poll, 80% of Britons say political violence is never acceptable, but 29% of 18-34 year olds think it is acceptable.

Iman Atta, director of Tell Mama, an NGO that supports victims of anti-Muslim hate and measures and monitors violence, said the findings were “very concerning.”

“Anti-Muslim and far-right groups are using the language of immigration to suggest that British Muslim citizens should ultimately be involved in the immigration process,” she said.

“This bias and narrow-minded view goes against our country’s core values ​​of the rule of law and fair play. There are real fractures in many communities today and their relationships with each other, and unless the government gets really serious about the depth of the problem, we are headed for turbulent times ahead.”
