DVIDS – NEWS – The Nevada Air National Guard conducts continuity of operations and seismic exercises at the Nevada Air National Guard Base in Reno on Wednesday, September 25, 2024.
RENO – The 152nd Airlift Wing, Nevada Air National Guard, conducted a Continuity of Operations (COOP) and natural disaster exercise on Wednesday, September 25, 2024. The exercise was designed to evaluate the base's ability to generate essential mission functions in a degraded environment. Environment – in this case, after a large-scale earthquake.
For inspectors, the day started early at 6:45 a.m. with a briefing from the ward inspector, ward plans and the inspection team. Each inspector received guidance on best practices for identifying deficiencies, recommended areas for improvement, and how to identify high performers.
The exercise began at 8:00 a.m. with the delivery of the situation report to Wing Commander Colonel Catherine Grasch. At 8:15 a.m., a “simulated” earthquake struck the greater Reno-Tahoe area. This was followed by an aftershock that destroyed or theoretically sealed off all but one of the buildings on the base and toppled the aircraft's static display, blocking traffic at the front gate.
“We squeezed about seven days into a six-hour time period. I saw great leadership and excellent follow through making this exercise a success,” said Maj. Demetrius Kassebaum, exercise planner.
The earthquake response and some specially designed injections kept the exercise on track. The overall goal of the exercise was to keep operations moving on the base (as opposed to the usual practice of spreading out elsewhere). The wing was required to set up a deployment line, get people out the door on a (simulated) deployment in the Horn of Africa, and stand on a Modular Airborne Firefighting Aircraft (MAFFS) once requested to assist with nearby bushfires. Near the end of the exercise, the local police department requested (simulated) assistance from the base (13 security personnel) in order to assist the overcrowded Reno Police Department in downtown Reno. All this was accomplished amidst the turmoil of a severely degraded environment.
Overall, the day went smoothly.
“From my perspective, as a wing commander, you more than achieved the goal of the exercise,” said Wing Commander, Colonel Katherine Grosch. “I walked around and listened to people move through the exercise, and the team was focused on making the exercise better and that was very refreshing.”
This helps achieve the base's readiness goals and is one of the Commander-in-Chief's priorities for enhancing full spectrum readiness. These exercises are part of continuous evaluation and improvement. They emphasize the importance of regular assessments, after-action reviews, and lessons learned that drive us to identify areas for improvement and improve preparedness procedures. These exercises also encourage a culture of continuous learning and adaptation to stay ahead of evolving threats and challenges.
