Modi-Rabi meet to clarify India-Nepal relations
Three days after Prime Minister Balendra Shah’s dramatic declaration in Parliament that Nepal was also occupying Indian territory, his party president Rabi Lamichhane met Indian leader Narendra Modi in New Delhi on Wednesday.
The RSP president was earlier feted with rose petals, danced and sung at Modi’s BJP party headquarters in New Delhi, and he has since met Indian Home Minister Amit Shah and Foreign Minister S Jaishankar.
Lamichhane’s visit comes at a time when India-Nepal relations have been rocked by what were seen in Delhi as impulsive and erratic decisions by Prime Minister Shah: touching on the Limpiyadhura-Kalapani-Lipu Lek territorial dispute, taxing Nepalis returning from India with small purchases, and his latest remarks on asking Britain to be included in talks to resolve the escalating border issues during the colonial era.
New Delhi has categorically rejected any British involvement, but local officials appear unsure what to make of Prime Minister Shah’s statements and actions and how to respond to his populism. Last month, he refused a planned meeting with Indian Foreign Minister Vikram Misri, who then canceled his visit to Kathmandu. Shah also refused to meet US President Donald Trump’s envoy, Ambassador Sergio Gor.
This is why officials in New Delhi probably needed Rabi Lamichhane’s five-day visit to explain to them the thinking of the RSP government and understand what motivates the new Nepali prime minister. They could also attempt to assess the relationship between Shah and Lamichhane, which has at times appeared strained.
Interestingly, members of the RSP government appointed by Lamichhane have widely shared images of their party president’s meetings with Indian leaders on social media, while Balendra Shah’s appointees have remained rather silent.
Prime Minister Modi himself said he was “delighted” to have met Lamichhane and welcomed his offer to work together on mutual cooperation for the prosperity of both countries. Since he was first elected in 2014, Modi has adopted a policy of “neighborhood first” and made it a point to visit Nepal 12 years ago and address Parliament in the Nepali language.
But the six-month border blockade imposed by India following the promulgation of Nepal’s new Constitution in 2025 has had negative consequences on bilateral relations.
This visit elevates Rabi Lamichhane’s position within his party as well as his stature in Nepal as someone more acceptable to the international community, including Nepal’s neighbors. Observers noted that Lamichhane, who was in jail until September for allegedly defrauding cooperative depositors and escaped on September 9, 2015 during the GenZ uprising, was now meeting with India’s biggest players.
Lamichhane is accompanied by his wife Nikita Poudel and will also fly to Ayodhya, the birthplace of Lord Ram, in a symbolic attempt to demonstrate the historic cultural ties between Nepal and India. Sita was born in Janakpur, Nepal.
