Bhaktapur’s legacy will soon be recovered

“It is also important that the rebuilding of the heritage is permanent and sustainable. The temples were constructed in a traditional structure and the locals were well-versed in the construction technique. That is why we preferred the locals more than the contractors.”

Since the massive earthquake that killed nearly 9,000 people in April 2015, the country has been on a slow and arduous road to recovery. Broken cultural heritage, monuments and religious sites are on the way to being rebuilt.

Nepal received huge sums of international aid to rebuild the heritage, but donors, the government and the local population were under pressure because the recovery could not be rushed in time.

According to the Department of Antiquities (DoA), the massive earthquake completely destroyed 133 landmarks, partially collapsed 95, and partially damaged 513 landmarks. Kathmandu Valley, known as the city of temples, lost 95 cultural heritage while 357 monuments were partially damaged.

However, Bhaktapur was exemplary in rapid reconstruction with 116 cultural attractions severely damaged.

It would be worth waiting to see whether or not he can complete the rebuilding of all damaged landmarks and sites on time in the future, but for now, more than 80 percent of the restoration and reconstruction work has been completed, which far surpasses the mark of progress. In other regions.

Bhaktapur shares a transparent success story with the locals, for whom the heritage is the property of the ancestors and preserving their duty.

Conservation of heritage and ancestral property is the responsibility of the local people, said Keshav Tamako, Chairman of the Consumers Committee (CC), and the sense of ownership of each monument has helped the rapid recovery.

The renovation of the Nyatapola Temple (the five-story temple) was an example of the work of a consumer committee at the local level. Supported by the municipality of Bhaktapur, which took the initiative to rebuild and renovate 104 monuments and temples by local residents.

The municipality estimated only 3.5 million rupees to renew Nyatapula.

The Consumer Committee sent a notice to locals looking for volunteers from among them. “Every day, more than 500 people were in contact to volunteer at the reconstruction site,” Tamako said.

“We have collected donations of 1.5 million rupees from people, and nearly 600,000 rupees material deserves support – including the traditional bricks used to build the roof of the temple (jingati, gonga aba, danchi aba) and most importantly labor support,” said Tamako. “We did not convert labor support to value control, but we saved a lot.”

It is not the only temple that received support from the public, but other temples and monuments constructed under CC also received the same support.

According to the municipality of Bhaktapur, the reconstruction of Shankar Narayan Temple, Khuma Gate (Entrance Gate to Durbar Square), Shri Bikram Narayan, Harihar Narayan, Bhimsin Temple, Kedarnath Temple, Enachu Nasadiyo, Kwachin Patti, Lakshami Narayan temples, Nyatapola and Bhimsin Temple have been completed. . Meanwhile, rebuilding of the Nitya Patsala Temple continues.

Meanwhile, the Department of Antiquities, Bhaktapur has completed rebuilding the Badrinath Temple, Rameshur Temple, Sde Laxmi, Tua Sattal, and the monument inside the Bhaktapur Museum, Gita Ganesh, Hanuman Ghat Sattal (Madhav Narayan, Krishna Mandir and Sattal where Bugari resides), and preserved Ram Mandir. And Satal, Satal of Nasmana, Anantalingeshwar, and Suryavinayak, Subarneswor temple preservation. Phasi Dega is currently being rebuilt within Durbar Square and Changu Narayan.

The municipality of Bhaktapur has taken an initiative to rebuild most of the heritage on its own by forming a consumer committee in each ward where the heritage is located, meanwhile, DOA, Bhaktapur – a government body – are working with contractors.

Ram Govinda Shrestha, head of the heritage department in the municipality of Bhaktapur, said the drive to work through the Consumer Committee is to involve people in the reconstruction project, as well as to maintain transparency between them.

The motive of creating the CC is to inform them of the heritage to be built.

“If the locals want to send their suggestions on anything related to heritage, they can. Sometimes the advice of locals is helpful in the building process,” Shrestha said.

Consumers knew how much budget they allocated for heritage building. “We put together a storage board that reminds the budget allotted, and the legacy ahead of time along with the date, details and who will build it,” Shrestha said.

He added that with the completion of the heritage, the council was removed. These panels were stored in the municipal warehouse.

“It is also important that the rebuilding of the heritage is permanent and sustainable. The temples were constructed in a traditional structure and the locals were well-versed in the construction technique. That is why we preferred the locals over the contractors.”

Moreover, Shrestha said, “We cannot compromise on heritage sites that are necessary for protection in the future. We believe that the locals will work much better than contractors and they will also save the budget.”

Also, the municipality builds landmarks with its budget which is generated through tourism. The municipality was collecting 1.7 to 2.5 million rupees in tourism revenue.

However, the Ministry of Agriculture, Bhaktapur, has to wait for the budget allocation from the government. We should not start reconstruction until the government allocates a budget. “The government is seeking to bid and send contractors for construction,” said Saraswati Singh, head of DoA Bhaktapur.

Singh said the aviation department was monitoring the contractors’ work. “Recently, we discontinued construction of the Phasi Dega Temple because we suspect the temple column is of poor quality.”

Sanu Sawal, the temple contractor, said the stone pillar broke during construction and the Ministry of Agriculture took it for testing in the laboratory.

Meanwhile, reconstruction work has stalled due to the closure.

The government has already announced that heritage reconstruction must be completed within fiscal year 2077/78. However, there is no sign of completeness due to several factors, including the epidemic.

“The government may extend time because heritage reconstruction cannot be done in a hurry,” Singh said, and doubted that the remaining works may not be completed in time due to lack of building materials, budgets, bidding system, lack of human resources, blockade and closures.

Contractor Sawal said that most of the workers hired from Tarai district have returned to their hometowns during the lockdown period. He said, “In the event of an epidemic, we cannot rush to operations, although we want to implement this on time.”

Sanu Suwal Construction Service Limited constructed most of the monuments and temples including the Phasi Dega, Museum, Satals of Hanuman Ghat, Ram Mandir, Jetha Ganesh and Changunarayan Temple.
