Public Health Madison & Dane County Explains Why There Is No Mandatory Mask Policy
In the memo, the department explains that race, socioeconomic status, health status, past experience and enforcement are among the reasons

The memo states:

These may include chronic conditions such as dementia and Alzheimer’s disease, autism spectrum disorders, or COPD/emphysema. Wearing a face cover can be difficult, dangerous, or stressful for individuals with disabilities.In addition to medical considerations, individuals may include emotional, behavioral, and traumatic experiences. For many reasons, wearing a mask may not feel safe.”
The memo also states that socioeconomic status plays a role in decisions.
“If employers do not consider why masking is not an option for their individual, the potential consequences of implementing mandatory masking could include wage losses, such as access to groceries. Restrict access to your business space, typically requiring individuals to choose between being secure and having access to spaces that support their ability to access their basic needs .”
This memo also states that there are issues when trying to enforce this rule.
“The enforcement of masking requirements has resulted in violence between police and civilians elsewhere in the country. This is not something we want to see in Madison and Dane County.
