Britain’s civil service reform plan is called a ‘recipe for chaos’


Reform UK set out a radical plan to transform the civil service, including abolishing the Cabinet Office, bringing “most quangos and agencies” in-house and drafting new leadership from outside the government.

The nearly 5,000-word report released last weekend by the party’s policy director, Danny Kruger, expanded on previous pledges to abolish cabinet secretarial positions and pledged to “reduce non-operational professional positions such as policy, communications and HR by at least 50%”.

The document, titled Fixing the Centre, states that Reform UK expects a “significant reduction” in headcount at all levels of government due to the “tremendous changes AI will bring to clerical and analytical work” if AI comes to power at the next general election. However, the number of special advisers appointed to support ministers’ work is expected to increase ‘significantly’.

Other measures in the paper include “radical changes” to civil service pay and compensation, along with “modernized conditions for new recruitment”, providing more generous salaries with “greater performance-related factors” but “more modest” pensions.

Prospect, the civil servants’ union, described the proposals outlined in the Center Amendment as a “recipe for organizational chaos” that shows Reform UK does not understand how government works. The FDA said expectations about the scale of staffing reductions that AI could deliver are “not credible.” The PCS said the proposals raised “serious questions” about the future independence of civil servants.

Despite having only a small number of members, Nigel Farage’s Reform UK won a clear victory in local government elections on May 7 and is now ahead of both Labor and the Conservatives in national opinion polls. An Ipsos poll published on Friday found that 27% of respondents said they would vote for UK reform at the next general election, compared to 20% for Labor and 19% for the Conservatives.

Fixing the center says Reform Britain will replace the Cabinet Office with two new departments – the Prime Minister’s Office and the Civil Service – and return policy-making functions to the departments.

Fixing the Center notes that “OPM” permanent secretaries will be “career civil servants” but “will not necessarily be recruited from the current permanent secretarial cadre.” Britain’s reform government has said it will appoint a “significant number” of permanent secretaries from outside the civil service. “We are looking for a proven leader with a track record of effective delivery and the interplay of strategy, analytics and operations,” he says.

The paper adds that Reform UK is currently looking into the legal implications of giving the Secretary of State the power to sack department parmaccios and wants to remove legal barriers to direct appointments to senior civil servants.

Cuangos ‘Face Axe’

The department is currently responsible for hundreds of institutions, quangos and arms-length institutions. Fixing the center, he says, would result in “most of the quangos and agencies” being brought back in-house or scrapped.

“This will ensure that real experts are involved in government, that they have meaningful accountability to ministers, parliament and the public, and that their issue-specific advice is considered alongside other competing priorities,” the paper says.

Government People’s Group to be ‘refocused’

Reform UK said that as part of the plans, HR functions would be returned to departments and the Government People Group, currently housed in the Cabinet Office, would be “radically scaled back and completely repurposed”. The group says it will sit within DCS and focus on “acquiring elite talent”.

Fixing the Center also says the Civil Service’s Fast Stream program for future leaders will be decentralized, with individual departments managing their own hiring plans and “competing for talent.” However, the document acknowledges that the Fast Stream brand could be maintained.

Kruger said that if Reform Britain were to come to power, the plans set out in Repair the Center would be part of an “emergency reset” after the next general election.

“A reform government will take civil service development seriously,” he said. “We will need to mobilize numerous experts and allies to support Britain’s ‘emergency reset’ immediately after the general election, but our aim is to build a better country for the long term.

“The benefits of a high-performance DCS will not be felt for several years. We cannot predict, but we must prepare the state for the coming crisis.”

‘The secret to organizational chaos’

Mike Clancy, general secretary of the Prospect Union, said it was ironic that a party that described itself as “on the side of working people” had put forward plans to cut jobs and replace civil servants with AI.

“This plan will lead to organizational chaos, more management consulting and is a clear sign that the reformers do not understand how government actually works,” he said.

“Our members will serve the government of today and will not oppose change, but we will always protect public servants from attacks on their livelihoods.”

Clancy said Reform UK had made it clear it did not support the Employment Rights Act 2025. This means the party is “no friend to workers who need their voice back in the workplace”.

‘Reinterpretation without being radical’

Dave Penman, executive director of the FDA union that represents civil servant leaders, said the proposals put forward to fix the center were “not radical, they’re a rehash.”

“Changing department names is not an entirely new concept and does not represent a real change,” he said. “Kruger is not the first to suggest more political appointees in the civil service, but this would lead to greater disengagement and confusion when ministers change, which is becoming increasingly common.

“In the last six years, we have had six foreign ministers. Can you imagine having politically appointed FCDO officials going out and coming in every time?

“Everyone is claiming that AI is the answer. Adopted correctly, AI can certainly deliver some benefits, but it is not a panacea. The idea that more than half of the so-called ‘back-office professions’ can be cut without a detrimental impact on services is not credible.”

‘Threat to public servant fairness’

Fran Heathcote, general secretary of the PCS, the largest civil service union, said the UK reform proposals raise “serious questions” about the future of the public service and the independence of civil servants.

“The headline promise is massive job cuts. After years of staffing shortages, increased workloads and real pay cuts, cutting staff further will not make the government more efficient. It will leave departments with fewer people to deliver the services the public depend on,” she said.

“If improving public services is a priority for reform, this is an odd way to show it. These proposals are indicative of reform’s wider anti-worker agenda.

“Our members are dedicated professionals who serve the public with integrity and fairness. They should be respected for what they do and not treated as a problem to be solved. Any proposals that would undermine public service fairness or make it easier for ministers to hire civil servants and firefighters should be treated with the utmost caution.”
