Ministers propose £100,000 donation limit for voters moving to UK

Under new proposals, overseas voters moving to the UK will be barred from making political donations worth more than £100,000 in the year following their arrival.

Ministers have announced planned restrictions along with stricter checks on corporate donations, which they believe will help prevent foreign money from influencing UK elections.

The government previously announced a cap of £100,000 on annual contributions from British citizens living abroad from March 25.

They now want individuals to be resident in the UK for a minimum period of time before their contributions exceed this limit. The changes could be a blow to two of Reform UK’s biggest backers, who previously donated millions to Nigel Farage’s party.

British billionaire Christopher Harborne, a businessman living in Thailand, donated £9 million to the reforms last year. It was the largest donation by a living person to a British political party.

The cryptocurrency investor and aviation entrepreneur has donated a total of £12 million to the 2025 reforms, with a further £3 million in January.

Last month, the Times reported that Haberne had registered to vote outside the UK, and in April he said the government’s planned crackdown on political funding would not stop him from donating money to the party.

Another cryptocurrency billionaire, Ben Delo, donated £4m to the reforms between January and March, Electoral Commission figures show.

Writing in The Telegraph in April, Delo said he would return to the UK from Hong Kong so he could contribute more to reforms.

Under the government’s planned changes, Harborne and Delo will be among donors who will still benefit from the £100,000 limit for a year when they return.

Ministers said other changes would include corporate political donations being assessed based on after-tax profits over the past five years rather than just profits.

The government’s aim is to ensure that only legitimate companies with links to the UK can donate.

Additionally, people running for election must prove that any funds they received before becoming a candidate came from legitimate sources.

You must declare donations of more than £2,230 before you can officially become a candidate.

The government said the proposal would be submitted as an amendment to the Representation of the People Act, which is currently due to be referred to the House of Commons for further consideration on July 14.

Communities Secretary Steve Reid said: “British democracy is not for sale.”

“These tough new rules will block fraudulent financing, prevent foreign funds from influencing our elections, and keep our democracy strong.

“By imposing stricter standards on foreign donors and requiring candidates to prove the sources of their funds, we are taking world-leading steps to protect the integrity of our elections and address the threats we face from abroad.”

The changes are part of the government’s response to a review of external political funding led by former senior civil servant Philip Rycroft.

The review was commissioned last year in response to foreign threats to intervene in British democracy.

In March, the government announced it would ban cryptocurrency donations to UK political parties, along with a move to limit donations from UK citizens living abroad to £100,000 per year.

Reform was critical of the changes, with party home spokesman Zia Yusuf accusing Labor of “choking legal funding to its main rivals”.
