Cuomo says the place of worship can resume worship with less than 10 people. S.I. low-income community infection rates match urban averages
State Island, NY-The place of worship can resume worship on Thursday, Governor Andrew Cuomo announced Wednesday on the guideline of fewer than 10 people.
According to Cuomo, strict social distance measures are in place and all participants should always wear a mask.
Services can be provided statewide.
Cuomo also requires the place of worship to consider holding services in the parking lot or using drive-in methods.
The state formed an Inter-Religious Advisory Council to determine how to safely restore religious services during the COVID-19 pandemic.
“I understand their desire to return to religious service as soon as possible,” Cuomo said, especially during this time of the stress that people most need.
“Essentially religious services are a group,” he added, adding that we can learn from what happened in other parts of the state when the outbreak spread.

SI MATCH CITYWIDE AVERAGE prevalence in low-income communities
The infection rates of low-income and color-tested people on Staten Island are on average equal to 19% for the entire city.
Governor Andrew Cuomo announced the results of a test conducted by the state in partnership with Northwell Health on a massively affected community in New York City.
Approximately 8,000 test results were returned, indicating that 27% of people in these communities were positive for COVID-19, compared to the city-wide average of 19.9%.
“The results are very strong and tell us what we should do in the future,” Cuomo said at a daily press conference on Wednesday.
Members of the community were tested in churches and other faith-based organizations in the five autonomous regions.
The results show that the Bronx was the strongest, hitting 34%. Followed by Brooklyn, 29%. Queens 25%, Manhattan 20%.
“This is not only a high positive result, but spreads are still happening,” he said.
“I’ve traveled through all the states, and you’re driving some of these communities and you’re not seeing social distances,” said Cuomo. He calls on local governments to focus on these communities and see that social distances are occurring, giving residents access to facial masks, PPE, and hand sanitizers.
Public housing faces unique challenges, he said.
“How do you socialize in public housing? What about social distances in a small playground? In the elevator? In the lobby?” He said.
Going forward, Northwell Health will double the number of churches and religious groups working together to continue testing across the most affected communities. The expansion will result in 72 communities and 40 public housing, he said.
The state will also develop targeted strategies to help people in low-income communities stay safe and stop the epidemic.
