Trade talks with India set to be revived with first major British ministerial visit
London: The new parameters of the India-UK free trade deal negotiations are expected to be set this week, with British Foreign Secretary David Lammy due in India on Tuesday, the first high-level visit under Britain's newly elected Labour government.
Negotiations on the free trade agreement (FTA) began in January 2022 under the then Conservative government, with the aim of significantly increasing the bilateral trading partnership by £38.1 billion a year, but stalled in the fourteenth round of negotiations to make way for general elections in both countries.
A report in The Daily Telegraph On Sunday quoted a source in New Delhi as saying that the Indian side would seek to know whether the Labour government intends to pick up where it left off or start from scratch in some way.
India is keen to resume negotiations on a positive note, but the date needs to be clarified, the source told the newspaper.
The trade deal was in its final stages under the previous government, and we want to see whether the Labor government wants to start from where we left off in March before the election or start from scratch. Our position on business visas remains unchanged. We expect a positive outcome under the Labor government, the source added.
In his last major intervention on India-UK relations, days before Labour's landslide election victory earlier this month, Lammy told the India Global Forum (IGF) in London that he intended to conclude the deal as soon as possible.
“My message to [Finance] Minister [Nirmala] Sitharaman and [Trade] Minister [Piyush] Goyal is confident that Labour is ready to go. Let's finally get our free trade deal done and move on, he said, lamenting that former prime minister Boris Johnson had missed the Diwali 2022 deadline.
With Labour, the days of Boris Johnson reciting that old Rudyard Kipling verse in Asia are over. If I recite a poem in India, it will be Tagore… because with a superpower like India, the areas of cooperation and learning are limitless, he said.
On visas, which have been presented in the British media as a major sticking point in the negotiations, High Commissioner Vikram Doraiswami clarified at the same summit that this was not a priority for India.
He explained: “What we are trying to do with this free trade agreement is to increase the depth or breadth of ambition, including in terms of goods and services, that we would like to offer to the UK. “Visas are not the first priority for us in a free trade agreement. We do not see the free trade agreement as a way of attracting people to the UK, that is not the objective,” he said.
“What we are looking for is whatever is reasonable within the general framework of international trade and services under Mode 4 of the GATS. [General Agreement on Trade in Services of the World Trade Organisation] “The Indian government has decided to allow people to travel for inter-company transfers etc,” he added. The Labour Party's manifesto led by Prime Minister Keir Starmer has pledged to seek a new strategic partnership with India, including a free trade agreement, as well as deepening cooperation in areas such as security, education, technology and climate change.
Lammys' planned visit to India next week, en route to the 57th ASEAN Foreign Ministers' Meeting in Vientiane, Lao People's Democratic Republic, is expected to set the tone for how this commitment should be translated into action.
