PM Modi raises issues of refugees, activities of armed groups with Myanmar President (MEA)

Prime Minister Narendra Modi on Monday raised concerns over the impact of activities of Myanmar armed groups along India’s border areas and discussed the refugee issue with Myanmar President U Min Aung Hlaing during the high-level bilateral talks between the two leaders, the Foreign Ministry said.

Addressing a special press briefing on the Myanmar President’s visit, Foreign Minister Vikram Misri said the Prime Minister had specifically addressed concerns over cross-border spillovers from Myanmar’s internal conflict, while noting that such actions, as well as the Myanmar Army’s corresponding military operations near the border, had significant implications for people living on the Indian side.

“This issue was raised by the Prime Minister today during the conversation and he emphasized this point: these groups, their activities continue around our borders. And in response, the actions of the Myanmar army against them are also happening very close to the borders,” Misri said.

“And it has a lot of impact on the people who live on this side, on the Indian side of the border. So sometimes there can be damage there, or as you also said, a lot of refugees are coming to our side from this border,” he added.

Misri added that Prime Minister Modi urged Myanmar authorities to ensure that operations near the border do not harm civilians living on the Indian side.

“The Prime Minister said that regarding this, the Myanmar Army and the Myanmar authorities should pay attention to it and this action should be carried out in such a way that there is no loss, especially for the people living on the Indian side,” he said.

On the refugee situation, Misri acknowledged the influx into Mizoram due to active hostilities in the Southeast Asian country.

“We all know that refugees have been coming to Mizoram for some time for this reason,” he said.

“As for the refugee issue, it’s a bit more complicated issue. There is a system to return refugees; there is a mechanism for that. And the authorities of both countries are in contact with each other as to how they will be returned,” Misri said.

Regarding the return of refugees, Misri said the issue was “a little more complicated”, but added that both countries had mechanisms in place for repatriation.

Responding to concerns over Mizoram’s demography, Misri said, “The Myanmar government also believes that these people did not come as permanent refugees. And as soon as normality returns on the other side of the border, these people will return to their side.

This crucial issue was raised during high-level bilateral talks between Prime Minister Narendra Modi and visiting Myanmar President U Min Aung Hlaing at the Hyderabad House in the national capital earlier today.

The President of Myanmar is currently on a four-day visit to India from May 30 to June 2.
