President Trump announced Tuesday that he was nominating Bill Pulte as acting director of national intelligence, replacing Tulsi Gabbard.

Pulte currently serves as director of the Federal Housing Finance Agency and president of Fannie Mae/Freddie Mac, which supports mortgage markets. His biography on the FHFA website lists professional experience in housing and philanthropy, but none in intelligence.

Trump made the announcement in a social media post, listing Pulte’s qualifications for the role as someone with “deep experience handling America’s most sensitive issues, the safety and soundness of markets, and over $10 trillion at Fannie Mae/Freddie Mac, a substantial increase from just 12 months ago.”

The position of director of national intelligence was created in the wake of 9/11 to help U.S. intelligence agencies better coordinate. In creating the DNI position in 2004, Congress stipulated that “any person appointed to the position of Director of National Intelligence must have extensive national security expertise.”

Pulte has been a reliable attack dog for the administration and has shown a willingness to go after perceived enemies of the president.

Last year, Pulte accused Lisa Cook, a member of the Federal Reserve Board of Governors, of mortgage fraud. Cook, the first black woman on the board, has denied any wrongdoing. Trump then tried to remove Cook from the board. The Supreme Court heard arguments in the case in January and has not yet ruled.

He also targeted New York Attorney General Letitia James, accusing her of claiming more than one property as her primary residence. She denied the allegations. The administration filed charges against her multiple times – in April 2025, Pulte wrote to then-Attorney General Pam Bondi and Deputy Attorney General Todd Blanche referring to her accusations.

The administration attempted to prosecute James several times. In March, two criminal charges were filed against her, just months after a federal grand jury dismissed an indictment against her.

Pulte also targeted Democratic Sen. Adam Schiff, similarly alleging that he claimed more than one primary residence. He also denied any wrongdoing.

Trump’s announcement quickly drew sharp criticism from Democrats, including Sen. Mark Warner, the top Democrat on the Senate Intelligence Committee.

“Rather than choosing a respected national security professional capable of making independent judgments, the President chose an official who demonstrated not only his willingness, but also his willingness to use government authorities to pursue political retaliation,” he said in a statement.

He added that he was concerned that Pulte “is willing to shape intelligence according to the president’s wishes, regardless of the cost to the American people.”

Gabbard announced last month that she would resign from her role as DNI on June 30. In announcing the resignation, Trump cited Gabbard’s desire to be with her husband while he is being treated for bone cancer.

Pulte will not be alone in filling multiple roles within the administration. Secretary of State Marco Rubio is also the current Acting National Security Advisor and in February of this year stepped down as Acting Archivist of the United States.
