Puerto Rico needs federal assistance to recover from coronaviruses and natural disasters

None of this was incidental. Watching Trump, in addition to the coronary virus pandemic, Puerto Rico faced terrible devastation from Hurricane Maria and several rounds of earthquakes that caused loss of life and billions of dollars in property damage. Instead of mobilizing support for the island and the millions of American citizens who live there, the president rejected the crisis and raised a right-wing complaint against the Puerto Rican people.
Indeed, the President’s administration has not failed to assist Puerto Rico, meaning the serious attempt of something that it was unable or unwilling to ultimately achieve. She deliberately chose to leave the Puerto Ricans to suffer without trying to help them.
This has become particularly severe in recent days. An earthquake of 5.4 magnitude struck a few miles off the coast of Puerto Rico on May 2, and began a series of tremors that continued to hit the southern half of the island. More than 700 earthquakes, big and small, struck Puerto Rico last month, with more than 200 earthquakes coming last week alone. If you are wondering why you haven’t heard much about the federal response to this ongoing catastrophe, you are not alone.
Some Puerto Ricans who lost their homes in these natural or other recent natural disasters are still living in temporary housing during the Corona virus epidemic. The President will not consider ignoring this kind of human suffering in a country that he considers important for his re-election. But he does not believe that watching Puerto Ricans fight for survival every day without serious federal assistance.
For this reason, I urge my Senate colleagues to approve the additional earthquake supplement in Puerto Rico (HR 5687), which has already been approved by the House of Representatives. The bill invests in housing and infrastructure and revitalizes the Puerto Rican economy – exactly the types of direct assistance the president has so far denied.
The need is particularly urgent because the effects of the coronavirus pandemic have multiplied the damage caused by these natural disasters. Congress passed the first CARES Act to respond to the coronavirus epidemic on March 30. It took more than a month for the Treasury to start providing incentive financing to local governments. While most Americans on the mainland received their deposits weeks ago, many islanders have yet to receive any assistance.
Puerto Rico and some other regional governments took charge by issuing stay orders around two months ago, before many of their mainland counterparts. Without sufficient federal assistance now, their economies cannot realistically be expected for a longer period.
Puerto Rico and other territories have legitimate questions about why the Trump administration has failed to provide recovery from natural disasters, not to mention the coronavirus response. The consequences of that failure, although it does not seem to concern the President himself, will remain with us for many years to come. When the government publicly ignores the needs of its citizens, the damage is rarely limited to a single political re-election cycle.
