The earthquake – recorded at a depth of 10 km – was reported to have been felt by residents in neighboring provinces including Kabul, as well as in Islamabad, Pakistan and India.
• Affected areas identified so far include Barmal, Ziruk, Nika and Giyan in Paktika Province and Sabra District in Khost Province. Reportedly, the Gayane district of Paktika province is the worst affected with up to 200 people killed and 100 injured, many of them seriously. The number of dead and wounded has not yet been confirmed. In addition, as many as 1,800 homes were reported to have been destroyed and damaged in Guéan, representing 70 percent of the region’s housing stock. Reportedly, 25 people were killed and 20 injured in Sabra district of Khost province.
• The number of casualties is expected to rise with the continuation of search and rescue operations. The Ministry of Defense has already sent five helicopters to Paktika state to facilitate the provision of ambulance, and one medical team to Jayan district. UNICEF has also deployed at least 12 teams of health workers in Gayan district, and several mobile health and nutrition teams in Barmal district in Paktika district and Sabra district in Khost district. Humanitarian search and rescue teams, including INSARAG and UNDAC, are on standby to deploy as needed.
• The immediate needs identified include emergency casualty care, emergency shelter and non-food items, food assistance, and WASH support.
Primary humanitarian needs and responses
Humanitarian partners are preparing to assist affected families in Paktika and Khost provinces in coordination with the de facto authorities, including the Office for Disaster Management and Humanitarian Affairs (ANDMA). The Ministry of Defense is leading the response, including search and rescue efforts, and has sent 45 ambulances to Paktika District, while the Paktika Provincial Health Ministry has sent eight ambulances and a team of doctors to Paktika. Although search and rescue efforts continue, heavy rain and wind are hampering the efforts of the helicopters which were said to be unable to land this afternoon.
At present, the de-facto authorities are transporting victims to Sharan, Paktika Hospital and Orgun Hospital, with the road between Shahidano Chowk and Sharan Hospital closed to civilian traffic to facilitate transportation of the wounded. So far, at least 130 infected people have been transferred and admitted to Sharan (50), Paktika (40) and Urgun (37) hospitals.
Humanitarian actors are also providing emergency assistance with WHO, Office of Occupational Health and Safety Management, and CARE to deploy 14 mobile health teams in Paktika province and in Khost province, with OHPM and IRC deploying four mobile health teams in affected areas. The International Federation of Red Cross and Red Crescent Societies and the Afghan Red Crescent Society have redirected three mobile health teams in Paktika to respond to urgent needs and mobilize additional medical supplies for deployment from Kabul. The World Health Organization has also delivered 100 cartons of emergency medicine to Jian and Bermal. Since the early hours of the morning, the International Medical Corps has responded to the affected communities by deploying ambulances, medicines and medical equipment. Over the next day, joint needs assessments involving UNICEF, WFP, IOM, Democratic Republic of the Congo and DACAAR are scheduled to be conducted in Jayan and Bermal districts in Paktika Province. The Afghanistan Humanitarian Fund has identified partners who are already active in the region and mobilized additional resources that can be deployed immediately based on assessed needs.
The families of those whose homes have been damaged or destroyed are hosted by their relatives and other members of their communities, although some are said to live in the open. With heavy rain and unbelievable cold, emergency shelter is an urgent priority. ANDMA has delivered food and emergency tents to some of those families who are living in the open but more help is needed.
Coordination
OCHA is coordinating the emergency response on behalf of humanitarian partners with this morning’s Operational Coordination Team (OCT) meeting and teams deployed in Paktika (IOM, DRC, DACARR, UNICEF, WHO, WFP, WSTA ) and Khost (IRC, OHPM, NRC, CARE, WFP, CHA, WSTA, WFP, UNICEF) counties. Representatives of the de facto authorities in Kabul and the governor’s office in the affected areas are also on site.
A special meeting of the Inter-Cluster Coordination Group will also be held in the Central Region today.
