The earthquake-prone building system is being reviewed

Buildings and Construction Minister Chris Pink has announced that a review is now underway to better manage earthquake-prone buildings.

“The current system lacks clarity, and some owners are stuck in impossible situations, where they cannot move forward with a repair but are equally struggling to sell and move on with their lives,” Pink said.

The Earthquake Vulnerable Building Register currently lists more than 7,000 buildings on its website across New Zealand.

“The system is not working well, and the fact is that many buildings are not being treated,” Pink said.

The review will consider questions about how to measure and mitigate risks, implementation and technical issues, funding and funding challenges, regulatory responses, and time frames.

“It is important that the review takes a fresh look. An independent external chair has been appointed to lead the work to ensure it is a rigorous process that New Zealanders can trust,” he said.

Pink said the review was introduced to “provide certainty” to building owners.

An example of questions a review could include is: What types of building uses would it be most important to prioritize resilience, beyond risks to life safety, such as hospitals, schools and retirement facilities?

The review will be completed by the first half of 2025.

Deadlines for repairs to earthquake-prone buildings will be extended by four years while the review takes place.

These changes will require an amendment to the Building Act 2004 with a view to passing this bill before the end of 2024.
