Tararua County Council rethinks priority roads due to earthquake risks

The western end of Gordon Street is one of four streets that could be removed from the Tararua County Council’s proposed priority roads list.

Four Dannevirke streets could be removed from the proposed priority roads of Tararua County Council after taking public requests into account.

Priority roads are roads and footpaths where unsupported building blocks of buildings can fall on pedestrians in an earthquake and where adequate traffic of vehicles or pedestrians warrants insertion.

Under government legislation, owners of earthquake-prone buildings on these streets will have seven and a half years to complete the work, at exorbitant costs in most cases.

Although there were no requests for priority to be given to High St, from London Street to McVeigh Street, it was the side streets list that sparked public concern.

These were Miller Street between High Street and Denmark Street, Baroud Street between High Street and Denmark Street, Ward Street between High Street and Hall Street, and Gordon Street between Hall Street and Danish Street and Allardyce Street between High Street and Denmark Street.

At Wednesday’s meeting, councilors had to decide whether to accept a report from Director of Regulatory Services Craig Lawn who recommended the board to proceed with the proposed priority roads, remove or extend them.

The important point that council members should take into account is the danger to the public, said Ker Kerry Sutherland.

“My point is, firstly, that Baroud Street is a one-way street and it has been around for quite some time. There is very little pedestrian traffic so the risk factor is not high. But if this is listed as a priority road then the pressure will be put on companies over there “.

Sutherland felt that Ward Street had somewhat low traffic and that the only building that would be affected was the Fountain Theater.

On the west side of Gordon Street, the Tararua REAP Building has been reinforced, and the old courthouse is also quite off the street.

Personally, I think those streets should be removed from the list.

Deputy Mayor Irana Petit Weber suggested that Allardis Street should also be removed from the list since there is only one building identified as being prone to earthquakes.

The car park provides a large open space on Allardyce Street, where I would run if an earthquake happened.

“Why can’t we be like other cities and for the main street to be a priority road?”

Kerr Shirley Hall said she supported Betty Webber and asked if there was a particular reason why Allardice St was not removed from the list.

Lone replied that the council had its recommendation and was behind it.

“I hope this is sufficient to answer your question.” Kerr Sharon Wards said the question that should be asked is whether the council has reduced risks to the public in the earthquake.

“Did the public assure us that they are safe? We can sit here and cut and chop the list, but if we divide it too much, we may not have achieved what we have to achieve.”

An earlier proposal to remove Barraud, the west side of Gordon St, and Ward St was modified to include Allardice St.

Peeti-Webber then suggested that the amendment should include all of Gordon St, not just the West Side, and Miller St.

“I don’t see any buildings there that are dangerous.”

However, Mayor Tracy Collis said that no requests have been filed regarding these areas.

Cr Peter Johns proposed a final amendment to the Board to proceed with priority roads in Woodville, Pahiatua and Eketahuna, but remove portions of Dannevirke Streets in Ward, Barraud Gordon, and Allardice.

This was passed by the board with Hal voting against.

The council will make the final decision to adopt the priority methods that will be determined at the council’s next meeting on December 9th.
