SunLive – All priority earthquake-prone buildings have been identified

 


Earthquake-prone buildings have been identified in New Zealand’s earthquake-prone areas by local regional authorities.

“The latest numbers from the EPB’s 2020 Progress Report show that all priority buildings prone to earthquakes have been identified by 38 regional authorities located in high seismic risk areas,” says Janet Blake, Building Performance Team Director and MBIE System Strategy.

“This is an important milestone, as it means that the buildings that pose the greatest risk to public safety or other property have now been identified and will be repaired.

“This is a critical step in protecting people from harm in future earthquakes. The next step is to define high-risk areas for non-priority buildings, and for medium risk areas to define their priority buildings, all by July 1, 2022.”

Priority buildings include buildings that are considered high risk due to their construction, type, use, or location, and this includes buildings such as hospitals, schools, and emergency centers.

In Tauranga, the council has identified two parking buildings as being prone to earthquakes.

The assessments of the parking buildings on Spring Street and Elizabeth Street highlighted areas where reinforcement and remediation work should be carried out to reduce risk to users and the extent of damage that a major earthquake might cause.

Tauranga City Council’s director general of corporate services, Paul Davidson, says that while there are no regulatory requirements for conducting assessments, expert engineering advice indicates that it would be prudent to do so.

Buildings are drawn to the attention of regional authorities because they meet certain criteria that indicate the potential for a building to be subject to earthquakes.

The regional authorities then contact the building owners, who have assessed the building.

The Building (Earthquake Prone Buildings) Amendment Act 2016 provided a timeline for regional authorities to inform MBIE on progress towards identifying buildings prone to potential earthquakes. Previously, regional authorities defined their own policy and timeframes.

“These changes have been introduced to ensure that the way buildings are managed for future earthquakes is consistent and strikes a balance between protecting people; the costs of reinforcement. And the impact on New Zealand’s urban heritage,” says Janet.

This was the third year that regional authorities were required to submit a progress report to MBIE. Details from the last report are included in the attached infographic.
