DOD sends report to Congress on US nuclear weapons employment strategy > US Department of Defense > Press release
Yesterday, the Secretary of Defense submitted an unclassified report to Congress outlining the United States' nuclear employment strategy. Report 491, submitted pursuant to 10 USC Section 491, reflects an unclassified description of the Presidential Nuclear Employment Guidelines issued by President Biden earlier this year. The Secretary submitted the report in anticipation of the release of his classified implementation guidance to the Department and the Joint Force.
Report 491 describes, in an unclassified format, changes from previous presidential employment directives. Updating U.S. nuclear employment guidelines is a routine and essential task to ensure that U.S. nuclear forces, plans, and posture evolve to maintain the United States' ability to deter adversaries, reassure allies and partners and to achieve national objectives in the event of deterrence failure.
The updated guidelines take into account new deterrence challenges posed by the growth, modernization, and increasing diversity of potential adversaries' nuclear arsenals. It builds on the findings of the National Defense Strategy and the 2022 Nuclear Posture Review and directly informs the development of nuclear employment options for consideration by the President in extreme circumstances to defend interests vital to the United States and its allies and partners.
The guidance also states that the United States plans to deter multiple nuclear-armed adversaries simultaneously; requires the integration of non-nuclear capabilities where possible to support the nuclear deterrent mission; highlights the importance of escalation management in US planning to respond to a limited nuclear attack or a high-consequence non-nuclear strategic attack; and enables deeper consultation, coordination, and combined planning with allies and partners to strengthen U.S. extended deterrence commitments.
