Britain and France have rejected NATO plans to increase military support for Ukraine, the Telegraph reports.
NATO members, including Britain and France, have blocked a plan for each member state to contribute 0.25% of its GDP to military support for Ukraine, the Telegraph reported on May 24, citing alliance sources.
NATO Secretary-General Mark Rutte previously told reporters on May 22 that the proposal was likely to be rejected.
“I don’t think this will be accepted because there is a lot of opposition to this fixed 0.25,” he said.
Rutte did not name the member states blocking the proposal, but NATO sources told the Telegraph that opponents were Britain, France, Canada, Italy and Spain. “They’re not very enthusiastic about the idea,” the source said.
The news comes shortly after Britain’s surprise easing of Russian oil sanctions, dealing a further blow to London’s image as one of Ukraine’s most staunch partners.
Britain sparked shock and outrage on May 19 by quietly issuing temporary licenses allowing imports of diesel and jet fuel made from Russian oil “provided the products in question were processed in a third country”. The government has also granted permits allowing maritime transport and delivery of liquefied natural gas (LNG) from Russia’s Sakhalin-2 or Yamal LNG terminals.
Ukrainian and European officials were taken aback by the announcement, and London later apologized for the clumsy rollout.
However, the license remains valid.
France’s rejection of the spending plan also weakened its position as Ukraine’s champion in the fight against Russia. Paris shares leadership with London in the so-called “coalition of the willing”. These are allies working together to ensure Kiev’s long-term security.
According to the Telegraph’s sources, at least seven other NATO members supported Rutte’s plan. These supporting members have reportedly already spent more than 0.25% of GDP on military support for Kiev.
Speaking at the same NATO foreign ministers’ meeting where Rutte said the proposal was likely to fail, he said the alliance needed to do better at spreading the burden of supporting Ukraine more evenly across member states.
“What I want to achieve is for the burden to be more evenly distributed, where more of the burden is shared, because right now there are only six or seven allies that are doing the heavy lifting,” he said.
NATO plans to hold its annual summit in Ankara, Turkey in July. President Volodymyr Zelenskyy was also invited to join, and Rutte reportedly hoped to finalize spending proposals at the summit.
Zelensky has yet to confirm his involvement.
Most NATO summits since 2022 have centered on Western support for Ukraine amid Russia’s all-out war and Kiev’s attempts to join the alliance. The focus has shifted since US President Donald Trump took office in 2025.
Under President Trump, the United States has dramatically reduced its support for Ukraine and demanded that NATO and Europe shoulder most of the financial burden. President Trump rejected Ukraine’s efforts to join NATO and repeatedly threatened to withdraw the United States from the alliance.
